서남권 에너지 혁신성장벨트 본격 추진

전라남도가 서남해안을 중심으로 ‘서남권 에너지 혁신성장벨트’를 본격 추진한다. 이번 프로젝트는 태양광·풍력 등 풍부한 재생에너지 자원을 토대로 RE100 산업단지와 글로벌 신도시를 조성하고, 주민과 발전 이익을 공유하는 지역 상생형 성장 전략을 핵심으로 한다.

■ 전국 최고 수준의 재생에너지 잠재력
전남은 444.2GW에 달하는 재생에너지 발전 잠재력을 보유하고 있다.

이는 2038년 국가 재생에너지 발전 설비 목표치(121.9GW)의 두 배를 훌쩍 넘는 규모다.

하지만 수도권 전력 수요 집중과 전남 전력 계통 포화로 인해 생산한 에너지를 온전히 활용하지 못하는 현실에 직면해 있다.

이에 전남도는 전력 다소비 산업을 전남으로 유치해 국가적 전력망 부담을 줄이고, 기업에는 RE100 경쟁력 확보 기회를 제공한다는 해법을 내놓았다.

■ RE100 산단·AI 데이터센터·에너지 자립형 신도시
도는 서남권에 RE100 산업단지와 함께 3GW 이상 규모의 AI 데이터센터 클러스터, 그리고 10만 명 규모의 글로벌 신도시 건설을 추진한다.

신도시는 산업단지 입주 기업 근로자와 가족의 정주 여건을 보장하면서 전국 최초 에너지 자립형 도시 모델로 설계된다.

안정적인 전력 공급을 위해 5.4GW 규모의 대규모 태양광 발전단지도 함께 조성할 예정이다.

■ 해상풍력 30GW 단계적 추진
목포·영암·해남 일대에는 항만·부두·기자재 단지를 구축하고, 2035년까지 30GW 해상풍력 발전단지를 단계적으로 추진한다.

또 해상풍력 공동접속설비의 국가기간 전력망 지정, 기자재 국산화 지원 등을 통해 관련 산업 생태계도 강화한다.

■ 제도적 기반·특별법 추진
재생에너지 전용 요금제 신설, 세제 감면, 공공주도 개발 근거 마련 등 기업 유치와 전력 공급을 위한 제도적 기반도 착실히 다지고 있다.

전남도는 이러한 인센티브가 특별법에 반영될 수 있도록 정부와 국회에 지속 건의하고 있다.

■ 인구·일자리·에너지 복지 확대 기대
전남도는 에너지 혁신성장벨트 추진으로 10만 명 이상 인구 유입과 청년·전문인력 일자리 확대를 기대하고 있다.

또한 재생에너지 발전 수익을 기반으로 한 ‘에너지 기본소득’ 제도를 도입해 도민 모두가 혜택을 나누는 모델을 실현할 방침이다.

정현구 전남도 에너지산업국장은 “서남권 에너지 혁신성장벨트는 도민과 함께 전남의 미래 100년을 준비하는 중요한 프로젝트”라며 “재생에너지로 일자리를 만들고, 인구를 늘리며, 도민과 이익을 나누는 균형발전 모델을 실현하겠다.”고 강조했다.

Jeonnam to Launch Southwest Energy Innovation Growth Belt
• Establishment of RE100 Industrial Complex and New City Based on Abundant Renewable Energy -
• Regional Win-Win Growth Strategy Sharing Benefits with Local Residents -
Jeollanam-do Province announced the full-scale launch of the “Southwest Energy Innovation Growth Belt” centered on the southwest coast. This project aims to create RE100 industrial complexes and a global new city based on abundant renewable energy resources such as solar and wind power, while adopting a regional win-win strategy that shares the benefits of power generation with local residents.


■ Nation’s Top-Level Renewable Energy Potential
Jeonnam boasts a renewable energy generation potential of 444.2 GW, more than double the national renewable energy generation capacity target of 121.9 GW by 2038.
However, while the Seoul metropolitan area struggles with electricity shortages due to concentrated power demand, Jeonnam faces the opposite challenge of grid saturation, which prevents full utilization of its generated renewable energy.
To address this imbalance, the province has proposed attracting energy-intensive industries to Jeonnam. This would ease the national power grid burden while giving businesses a crucial opportunity to secure RE100 competitiveness.


■ RE100 Industrial Complex, AI Data Center, and Energy Self-Sufficient City
The province plans to establish an RE100 industrial complex, a 3 GW-scale AI data center cluster, and a global new city for 100,000 residents in the southwest region.
The new city will not only provide stable living and educational conditions for employees and families of companies moving into the industrial complex, but will also serve as the nation’s first model of an energy self-sufficient city.
For stable power supply, a 5.4 GW solar power generation complex will also be developed.


■ 30 GW Offshore Wind Power by 2035
In the Mokpo, Yeongam, and Haenam areas, Jeonnam will establish ports, piers, and equipment clusters, and gradually promote the construction of 30 GW offshore wind power plants by 2035.
Additionally, the province will strengthen the related industrial ecosystem through measures such as designating offshore wind joint connection facilities as part of the national backbone power grid and supporting the localization of key equipment.


■ Institutional Foundations and Special Act Promotion
The province is also laying down solid institutional foundations by pushing for a renewable energy-exclusive tariff system, tax reductions, and a legal basis for public-led development to ensure business attraction and stable power supply.
Jeonnam continues to call on the central government and National Assembly to enshrine such groundbreaking incentives in a special act.


■ Population, Jobs, and Energy Welfare Expansion Expected
Through the creation of the Energy Innovation Growth Belt, Jeonnam expects to attract over 100,000 new residents, create jobs for youth and professionals, and revitalize local communities.
The province also plans to implement an “Energy Basic Income” system based on renewable energy generation revenues, ensuring that all residents benefit from the energy transition.

“The Southwest Energy Innovation Growth Belt is a crucial project that prepares for the next 100 years of Jeonnam together with its residents,” adding,“We will do our utmost to realize a genuine balanced development model that creates jobs, increases population, and shares the benefits of renewable energy with local communities.”
