전남도 ‘천원여객선’, 섬주민 해상교통복지 대표 모델로

전라남도가 섬 주민의 이동 부담을 줄이고 정주여건을 개선하기 위해 2021년 전국 최초로 도입한 해상복지 정책인 ‘섬 주민 천원 여객선 운임 지원사업’이 대표 해상교통복지 모델로 자리매김하고 있다.

이 사업은 섬 주민이 최대 4만~5만 원에 달하던 여객선 운임을 1천 원만 부담하면 이용할 수 있도록 한 제도로, 2024년 현재 전남지역 143개 섬에서 연간 190만 명 이상이 이용하고 있다.

특히 타 시·도가 벤치마킹하는 광역단위 해상복지 표준모델로 확산되는 등 전국적인 관심을 받고 있다.

전남도는 이와 함께 해양교통 사각지대 해소와 정주여건 개선을 위해 ‘소외도서 항로 운영 지원’과 ‘생활필수품 해상운송비 지원’ 사업도 병행 추진하고 있다.

2024년 기준 ‘소외도서 항로 운영 지원’은 외딴섬 주민의 이동권 보장을 위해 9개 항로에 주 91회 이상 안정적 운항을 유지하고 있으며, ‘생활필수품 해상운송비 지원’을 통해 LPG 95만6천 통(20kg 기준)과 유류 383만5천 리터의 해상 운송비를 보조해 주민들의 생활비 부담을 덜고 있다.

박근식 전라남도 해운항만과장은 “천원여객선은 단순한 운임 지원을 넘어 섬 주민의 명절 준비와 일상생활을 돕는 핵심 복지정책”이라며 “이번 추석에도 많은 섬 주민들이 부담 없이 생필품을 마련해 가족과 함께 따뜻한 명절을 보내길 바란다.”고 말했다.

이어 그는 “앞으로도 전남도는 해상교통복지를 더욱 확대해 섬 주민의 정주여건을 높이고, 섬이 행복한 삶의 터전이 되도록 최선을 다하겠다.”고 덧붙였다.

Jeonnam’s “1,000-Won Ferry” Becomes a Leading Model for Marine Transportation Welfare

Jeollanam-do’s “1,000-Won Ferry Program,” a marine welfare policy first introduced nationwide in 2021 to ease transportation burdens and improve living conditions for island residents, has now established itself as a representative model for maritime welfare.
Under the program, island residents pay only 1,000 KRW (about 1 USD) per ferry trip, instead of the usual 40,000–50,000 KRW, allowing affordable and accessible transportation. As of 2024, more than 1.9 million passengers annually use the service across 143 islands in the Jeonnam region.
The program has drawn nationwide attention, becoming a benchmark welfare model for other provinces seeking to adopt similar large-scale marine transportation initiatives.
In addition, Jeollanam-do is implementing the “Support for Isolated Sea Routes” and “Marine Transport Subsidy for Essential Goods” projects to further eliminate transportation blind spots and enhance the quality of life for islanders.
As of 2024, the province operates nine sea routes, maintaining over 91 sailings per week to guarantee mobility for residents of remote islands. Through its essential goods transport subsidy, the province also supports the maritime shipping costs for 956,000 LPG cylinders (20kg each) and 3.835 million liters of fuel, easing the financial burden on local households.
Park Geun-sik, Director of Jeollanam-do’s Maritime Affairs and Ports Division, said,
“The 1,000-Won Ferry is more than a fare subsidy — it’s a core welfare program that helps island residents prepare for holidays and manage their daily lives. We hope that this Chuseok, many islanders can comfortably purchase daily necessities and enjoy a warm holiday with their families.”
He added,
“Jeollanam-do will continue expanding marine transportation welfare to enhance living conditions and make our islands happy and sustainable places to live.”
