전남도, 현장 맞춤형 출생정책 ‘효과 톡톡

전라남도가 추진 중인 ‘출생기본수당’, ‘난임부부 지원’, ‘전남형 24시 돌봄 어린이집’ 등 맞춤형 출생 정책이 성과를 내고 있다.

도는 결혼부터 주거, 임신·출산, 양육까지 생애주기별로 현장 수요 중심의 정책을 추진 중이다.

청년·신혼부부 주거 안정을 위해 ‘보금자리 대출이자 지원’(월 최대 25만 원, 3년)을 실시하고, 월 1만 원으로 입주 가능한 ‘전남형 만원주택’을 2026년 하반기 첫 입주 목표로 건립 중이다.

올해부터는 전국 최초 ‘출생기본수당’을 도입, 2024년 이후 전남에서 태어난 모든 아이에게 만 18세까지 매월 20만 원을 지급하고 있다. 단기성 지원을 넘어 장기적 양육비 지원체계를 마련했다는 평가다.

또한 난임시술 무제한 지원, 교통비·상담 지원, 공공산후조리원 확충 등으로 출산 친화 환경을 조성했다.

지난해 전남의 난임부부 임신 건수는 838건으로 전체 출생의 10%를 차지했다.

양육 지원도 확대해 ‘24시 돌봄 어린이집’ 운영, 아이돌봄서비스 소득기준 완화(중위소득 150%→200%), ‘조부모 손자녀 돌봄 지원사업’ 등을 추진하고 있다.

또한 임신·출산·양육 정보를 통합 제공하는 **원스톱 플랫폼 ‘전남아이톡’**을 10월부터 운영 중이다.

이 같은 노력을 통해 전남은 2년 연속 합계출산율 전국 1위를 기록했으며, 올해 2분기 출산율은 전국 유일하게 1.0명(1.04명)을 넘겼다.

이에 힘입어 ‘제21회 대한민국 지방자치경영대전 저출생 극복 분야 대통령 표창’도 수상했다.

윤연화 전남도 인구청년이민국장은 “현장 맞춤형 출생정책은 저출생 위기 속에서도 지자체의 장기 지원이 긍정적 변화를 이끌 수 있음을 보여줬다”며 “앞으로도 결혼·출산·양육 전 단계에 걸쳐 촘촘한 정책적 지원을 이어가겠다.”고 말했다.

Jeonnam’s Tailored Birth Policies Prove Effective
– Strengthening life-cycle support from marriage and housing to pregnancy, childbirth, and childcare –
– Ranked No.1 in national fertility rate for two consecutive years, awarded Presidential Citation –
Jeollanam-do Province’s tailored birth policies, including the Basic Birth Allowance, Infertile Couples Support, and the Jeonnam 24-Hour Childcare Center program, are yielding significant results.
The province is implementing demand-driven, life-cycle policies that support residents from marriage and housing to pregnancy, childbirth, and childcare.
To promote housing stability for young people and newlyweds, Jeonnam provides loan interest support for newlyweds and multi-child families (up to 250,000 KRW per month for three years) and is constructing the “Jeonnam 10,000-Won Housing” project, offering housing at a symbolic cost of 10,000 KRW per month, with the first move-in scheduled for the second half of 2026.
This year, Jeonnam became the first province in Korea to introduce a “Basic Birth Allowance.” Every child born in the province since 2024 receives 200,000 KRW per month until the age of 18, establishing a long-term childcare support system that moves beyond one-time benefits.
The province also fosters a family-friendly environment through unlimited infertility treatment support, transportation and counseling assistance, and the expansion of public postpartum care centers. In 2024, pregnancies among infertile couples reached 838 cases, accounting for 10% of all births in Jeonnam.
Childcare support has also been expanded. Jeonnam operates “24-Hour Childcare Centers,” has raised the income eligibility for childcare services (from 150% to 200% of the median income), and launched the “Grandparent-Grandchild Care Support Program” to reduce the childcare burden for working parents.
Additionally, the province launched the “Jeonnam i-Talk” one-stop digital platform in October, allowing residents to access and apply for pregnancy, childbirth, and childcare services in one place.
Thanks to these comprehensive policies, Jeonnam has ranked first nationwide in total fertility rate for two consecutive years, and in the second quarter of this year, was the only region in Korea to record a fertility rate above 1.0 (1.04).
Recognizing these achievements, Jeonnam received the Presidential Citation in the Low Birthrate Response category at the 21st Korea Local Government Management Awards.
Yoon Yeon-hwa, Director General of the Jeonnam Population and Youth Bureau, stated,
“Jeonnam’s demand-oriented and customized birth policies demonstrate that long-term, proactive local government support can bring about positive change even amid a national low birthrate crisis. We will continue to strengthen policy support across all stages—from marriage and pregnancy to childbirth and childcare.”
