전남도, 외국인 계절근로자 ‘주거 복지 강화’ 박차… 농번기 인력난 해소 총력

전라남도가 외국인 계절근로자의 안정적인 정착 여건을 마련하고, 농번기 심각한 인력난 해소를 위해 ‘주거 안정 지원사업’을 대폭 확대한다.

전남도는 외국인 계절근로자 숙소 확충을 위해 2025년까지 총 15개소의 건립·개보수를 완료할 계획이다.

이미 2022년 농림축산식품부에 최초로 건의해 추진된 ‘농업근로자 기숙사 건립사업’으로 담양·해남·영암·무안 등 4개소를 신축해 운영 중이며, 도 자체 예산으로 11개소를 추가 지원했다.

이어 2026년에는 농식품부 국비 공모사업에 진도군(사업비 35억 원)이 선정돼 기숙사 건립이 추진된다.

여기에 도 자체사업으로 2개소를 추가 지원할 예정으로, 국비 공모 선정분을 포함하면 총 3개소가 새로 확충된다.

현재 전남은 전국에서 가장 많은 1만5,025명의 외국인 계절근로자를 배정받았으며, 10월 현재 9천여 명이 입국해 무·배추 수확, 마늘·양파 파종 등 농작업에 참여하고 있다.

전남도는 근로자 증가에 따라 분기별 실태조사를 통해 인권 및 주거 환경을 점검하고, 언어소통도우미·치료비·성실근로자 항공료 지원 등 처우 개선 사업도 추진하고 있다.

또한 ‘전남 계절근로자 광역지원센터’를 통해 입국, 교육 등 절차를 통합 관리해 행정 효율성 제고와 조기 적응 지원, 농가 인력 수급 안정화를 함께 도모하고 있다.

김현미 전라남도 농업정책과장은 “농촌 고령화와 인건비 상승으로 인력난이 농업의 지속성을 위협하고 있다”며 “외국인 계절근로자는 농촌의 필수 인력인 만큼, 숙소 확충과 처우 개선에 최선을 다해 지속가능한 농업 인력 체계를 구축하겠다.”고 밝혔다.

Jeollanam-do Expands Housing Support for Foreign Seasonal Workers to Ease Farm Labor Shortage
– 15 housing facilities to be built or renovated by 2025, with 3 more planned including Jindo in 2026 –
Jeollanam-do Province is expanding its housing support program for foreign seasonal workers to improve their living stability and address the severe labor shortage during peak farming seasons.
To ensure stable housing, the province plans to complete the construction or renovation of 15 dormitory facilities by 2025.
In 2022, Jeollanam-do first proposed the “Dormitory Construction Project for Agricultural Workers” to the Ministry of Agriculture, Food and Rural Affairs (MAFRA), through which four facilities were built and are now operating in Damyang, Haenam, Yeongam, and Muan. In addition, 11 facilities were supported with the province’s own budget.
In 2026, Jindo County was selected for the national subsidy program with a budget of 3.5 billion KRW, and additional dormitory construction will begin.
Along with two more sites funded by the provincial government, a total of three new facilities will be added by 2026.
Currently, Jeollanam-do has been allocated the largest number of foreign seasonal workers in the country—15,025 workers. As of October, about 9,000 workers have already arrived and are engaged in agricultural activities such as harvesting radishes and cabbages, and planting garlic and onions.
To protect workers’ rights, the province conducts quarterly inspections of living and working conditions. It also promotes welfare programs including language support assistants, medical treatment aid, and airfare support for diligent workers.
In addition, the Jeonnam Regional Support Center for Seasonal Workers oversees the entire management process—from arrival and essential education to local placement—improving administrative efficiency, facilitating workers’ adaptation, and ensuring a stable labor supply for farms.
Kim Hyun-mi, Director of the Agricultural Policy Division of Jeollanam-do, stated,
“Rural depopulation and rising labor costs are threatening the sustainability of agriculture.
As foreign seasonal workers have become essential to our farming communities, we will continue to expand housing facilities and improve working conditions to build a sustainable agricultural labor system.”
