“1조4천억 투입, 여수 묘도 LNG허브터미널 날개 달다!”

전라남도는 5일 여수 묘도에서 총사업비 1조4천억 원 규모의 ‘여수 묘도 LNG허브터미널’ 탱크 지붕 상량식을 개최했다고 밝혔다.

이번 상량식은 지역경제 활성화와 에너지 경쟁력 강화를 이끌 핵심 인프라의 본격적인 완성을 알리는 의미 있는 이정표다.

이날 행사에는 김영록 전라남도지사, 주철현 국회의원, 이광일 전남도의회 부의장, 최정기 여수부시장, 문갑태 여수시의회 부의장, 지역주민 등 150여 명이 참석했다.

참석자들은 LNG 저장탱크 상부 지붕 체결 장면을 대형 스크린으로 지켜보며 사업 진행 상황을 직접 확인했다.

‘여수 묘도 동북아LNG허브터미널’은 여수 묘도 간척지 약 8만3천 평 부지에 LNG 저장탱크 3기, 10만 톤급 전용 항만, 수송배관 등을 구축하는 초대형 에너지 프로젝트다.

총 1조4천억 원이 투입되며, 지난해 정부의 ‘지역활성화 투자펀드 사업’에 최종 선정된 이후 본격적인 공사에 착수했다.

이 사업은 정부의 지역활성화 투자펀드 가운데 전국 최대 규모이자, 정부 지정 ‘기회발전특구’에 최초로 투자된 대표 사례로 평가된다.

터미널은 2027년 말 완공, 2028년부터 본격 가동될 예정이며, 향후 20년간 여수·광양만권 산업단지에 연 300만 톤 규모의 산업용·발전용 LNG를 기존 공급가보다 저렴하게 공급한다. 이를 통해 기업 에너지 원가 절감과 온실가스 감축에 기여할 전망이다.

또한 이번 사업으로 생산유발효과 2조8천억 원, 고용유발효과 1만3천 명, 지방세 연 30억 원씩 20년간 안정적인 세수 확보 등 지역경제 전반에 큰 파급효과가 기대된다.

김영록 전남도지사는 축사에서 “많은 분들의 헌신으로 무사히 이 시점까지 올 수 있었음에 감사드린다.”며 “앞으로 LNG허브터미널이 안전하고 성공적으로 완공돼 여수·광양국가산단의 경쟁력을 높이고, 전남이 글로벌 에너지 허브로 도약하는 발판이 되길 바란다”고 밝혔다.

전남도는 사업의 안정적 추진을 위해 지난 3월 ㈜BS한양, GS에너지㈜, 전남도, 여수시, 지역활성화투자펀드 간 주주협약을 체결했다.

이어 전남도와 여수시의 230억 원 출자를 기반으로 정부 펀드와 프로젝트파이낸싱(PF)을 성공적으로 유치해 사업 추진 기반을 확고히 다졌다.

“₩1.4 Trillion Invested — Yeosu Myodo LNG Hub Terminal Takes Flight!”
— Roof-Raising Ceremony Marks Major Milestone Toward Regional Economic Vitality and Energy Competitiveness —
The Jeollanam-do Provincial Government announced on the 5th that a roof-raising ceremony for the “Yeosu Myodo LNG Hub Terminal,” a ₩1.4 trillion (approximately USD 1 billion) project, was held in Myodo, Yeosu.
The ceremony marks a meaningful milestone, celebrating the near-completion of a core infrastructure project expected to boost the regional economy and enhance energy competitiveness.
More than 150 participants attended the event, including Governor Kim Yung-rok of Jeollanam-do, National Assembly Member Joo Cheol-hyeon, Vice Chairman Lee Gwang-il of the Jeonnam Provincial Council, Vice Mayor Choi Jeong-gi of Yeosu City, Vice Chairman Moon Gap-tae of Yeosu City Council, and local residents.
Attendees observed the installation of the LNG storage tank roof via a large screen, checking the project’s progress in real time.
Located on approximately 83,000 pyeong (about 274,000 square meters) of reclaimed land in Myodo, the Yeosu Myodo Northeast Asia LNG Hub Terminal will include three LNG storage tanks, a dedicated port for 100,000-ton vessels, and transmission pipelines.
The ₩1.4 trillion project was selected in 2024 for the government’s “Regional Revitalization Investment Fund Program” and subsequently began full-scale construction.
It is recognized as the largest project among all government regional revitalization funds and the first investment realized within a nationally designated “Opportunity Development Zone.”
The terminal is scheduled for completion by the end of 2027 and will begin full-scale operation in 2028. Over the next 20 years, it will supply 3 million tons of industrial and power-generation LNG annually to the Yeosu–Gwangyang Industrial Complex at lower prices than existing supply rates, helping to reduce corporate energy costs and greenhouse gas emissions.
The project is also expected to generate ₩2.8 trillion in production inducement effects, create approximately 13,000 jobs, and secure ₩3 billion (approx. USD 2.2 million) in annual local tax revenue for 20 years, delivering substantial economic benefits to the region.
Governor Kim Yung-rok expressed his gratitude in his congratulatory remarks, saying,
“I deeply appreciate the dedication and hard work of everyone who helped us safely reach this stage. I look forward to the successful and safe completion of the LNG Hub Terminal, which will strengthen the competitiveness of the Yeosu–Gwangyang National Industrial Complex and serve as a foundation for Jeollanam-do to leap forward as a global energy hub.”
To ensure stable project progress, Jeollanam-do signed a shareholders’ agreement in March with BS Hanyang Co., GS Energy Co., Yeosu City, and the Regional Revitalization Investment Fund.
Based on ₩23 billion (₩230 billion KRW) in joint investment by Jeollanam-do and Yeosu City, the project successfully secured additional funding through the government’s investment fund and project financing (PF), establishing a solid foundation for smooth implementation.
