전남자치경찰, 외국인 안전 사각지대 없앤다! ‘다국어 안전전남 앱’ 본격 서비스

전라남도자치경찰위원회(위원장 정순관)가 전남 체류 외국인의 안전 사각지대를 해소하고, 언어 장벽으로 인한 재난·범죄 대응의 어려움을 줄이기 위해 ‘다국어 안전전남’ 앱을 개발, 11월부터 본격 서비스에 들어갔다.

이번 앱 개발은 총사업비 1억 4천700만 원이 투입됐으며, 전남도정보문화산업진흥원과 앱 개발업체 다온플레이스가 참여했다.

설계와 검증 과정을 거쳐 외국인 사용자의 의견을 반영한 실증형 플랫폼으로 완성됐다.

‘다국어 안전전남’ 앱은 전남 체류 외국인의 70%가 사용하는 영어, 중국어, 베트남어, 우즈베키스탄어, 캄보디아어, 네팔어 등 6개국 언어를 지원한다.

주요 기능으로는 112·119 긴급신고 원터치 연결, 치안·교통·생활안전 정보 제공, 재난·안전문자 실시간 번역 및 푸시 알림, 국가별 커뮤니티 기능, 외국인 지원기관 정보, 날씨·환율 정보 제공 등이 있다.

이를 통해 전남에 체류하는 외국인들은 치안과 교통, 날씨, 환율 등 생활안전 정보를 실시간으로 확인하고, 커뮤니티 게시판에서 모국어로 소통할 수 있다.

외국인 스스로 지역 안전의 주체로 참여할 수 있는 환경이 마련된 셈이다.

관리자 페이지에는 다국어 콘텐츠 등록, 통계 분석, 정책 피드백 관리 기능이 포함돼 도민과 외국인 모두에게 신속하고 정확한 생활안전 정보를 제공할 수 있다.

특히 번역 정확성을 높이기 위해 전남이민외국인종합지원센터의 협조를 받아 언어별 번역 검수단을 운영했다.

정순관 위원장은 “다국어 안전전남 앱은 외국인이 언어 장벽 없이 재난이나 범죄 상황에 신속히 대응하도록 돕는 생활밀착형 치안 서비스”라며, “향후 이용 데이터를 기반으로 도민 안전 정책을 더욱 정교화해 안전하고 따뜻한 전남형 자치치안 체계를 구축하겠다.”고 밝혔다.

전남자치경찰위원회는 QR코드를 활용한 홍보를 강화하고, 유관기관 및 22개 시군으로 서비스 확산을 추진할 계획이다. ‘다국어 안전전남’ 앱은 플레이스토어에서 내려 받을 수 있다.

Jeonnam Autonomous Police Launches ‘Multilingual Safe Jeonnam’ App to Protect Foreign Residents
The Jeonnam Autonomous Police Commission (Chairman Jeong Soon-kwan) has launched the ‘Multilingual Safe Jeonnam’ app in November to address safety blind spots for foreign residents in Jeonnam and reduce difficulties in responding to emergencies or crimes due to language barriers.
The app development project, with a total budget of 147 million KRW, was carried out in collaboration with the Jeonnam Information & Culture Industry Promotion Agency and the app developer DaonPlace. Through design and verification phases, the app was completed as a proof-of-concept platform reflecting actual feedback from foreign users.
The ‘Multilingual Safe Jeonnam’ app supports six languages—English, Chinese, Vietnamese, Uzbek, Cambodian, and Nepali—which are used by 70% of foreign residents in Jeonnam. Its main features include one-touch connection to 112 and 119 emergency services, safety and traffic information, real-time translation and push notifications of disaster alerts, country-specific community functions, information on foreigner support agencies, and weather and currency updates.
Through the app, foreign residents can access real-time information on safety, traffic, weather, and exchange rates, and communicate in their native language via the community board. This allows foreign residents to actively participate as stakeholders in local safety.
The app also includes an administrative interface for multilingual content management, statistical analysis, and policy feedback, enabling both residents and foreign users to receive timely and accurate safety information. To enhance translation accuracy, a language-specific review team was established with support from the Jeonnam Immigration & Foreigners Support Center.
Chairman Jeong Soon-kwan stated, “The Multilingual Safe Jeonnam app is a practical policing service that allows foreign residents to respond quickly to emergencies or crimes without language barriers. Moving forward, we will refine our safety policies based on app usage data to establish a safe and inclusive Jeonnam-style autonomous policing system.”
The Jeonnam Autonomous Police Commission plans to expand the service to all 22 municipalities and related organizations, while promoting the app through QR code campaigns. The ‘Multilingual Safe Jeonnam’ app is available for download on the Google Play Store.
