“수도권 쏠림 막을 해법은 교부세 중심 분권”

김영록 전라남도지사가 12일 용산 대통령실에서 열린 제9회 중앙지방협력회의에서 “지방교부세 중심의 재정분권으로 전환해야 지방이 살고, 국가가 함께 성장할 수 있다”며 강력한 메시지를 던졌다.

이날 회의는 대통령과 국무총리, 17개 시‧도지사, 관계 부처 장관 등이 참석한 가운데 ‘중앙-지방 재정분권 추진 방향’을 중점 논의했다.

특히 지방교부세 확대 필요성에 대해 이재명 대통령도 깊은 공감을 표한 것으로 알려졌다.

■ “지방소비세 확대, 수도권 유리한 구조… 시군은 오히려 피해”
김 지사는 “지방소비세 확대 방식은 인구와 소비가 많은 수도권에 세수가 집중되는 구조”라고 지적했다.

지방소비세는 부가가치세의 일정 비율을 지방에 나눠주는 제도지만, 소비 규모가 큰 지역일수록 세입이 커지기 때문이다.

그는 “지방소비세율을 높이면 내국세가 줄어 지방교부세가 함께 감소하는 역효과가 발생한다.”며 “게다가 시‧군은 애초에 지방소비세 배분 대상이 아니어서, 오히려 재정 여건이 악화된다.”고 강조했다.

■ “교부세 중심 분권이야말로 진짜 균형발전”
김 지사는 대안으로 ‘지방교부세 중심의 재정분권 구조’를 제시했다.

“지방교부세는 수도권 편중을 완화하고 지역 간 격차를 줄이는 가장 합리적 제도”라며, “교부세율을 상향하면 비수도권 시‧군의 자립기반을 강화해 지방재정이 보다 고르게 분배된다.”고 설명했다.

또한 “지방분권의 핵심은 단순한 권한 이양이 아니라, 그 권한을 뒷받침할 재정 자립 기반의 확충”이라며 “이번 재정분권 논의가 수도권 중심 구조를 넘어 진정한 균형발전의 전환점이 되길 바란다.”고 말했다.

■ 전남도, 교부세율 상향·소멸대응기금 확대 지속 건의
전라남도는 그동안 정부와 국회를 대상으로 지방교부세율 5%p 상향,, 지방소멸대응기금 3조 원 확대 및 영구 운영 등 실질적인 재정분권 개선 방안을 지속적으로 건의해왔다.

김 지사의 이번 발언은 지역 간 재정 격차가 심화되는 현 구조에 대한 문제 인식과 함께, “균형발전 없는 분권은 허상”이라는 지방 현장의 절박한 목소리를 다시 한 번 중앙정부에 전달한 것으로 평가된다.

“Expanding Local Consumption Tax Only Benefits the Capital Area… Fiscal Equalization Must Center on Local Grants”
Governor Kim Yung-rok of Jeollanam-do delivered a strong message at the 9th Central-Local Government Cooperation Council held at the Presidential Office in Yongsan on the 12th, emphasizing that “Korea can achieve balanced growth only through a fiscal decentralization structure centered on local grants.”
The meeting, attended by the President, Prime Minister, 17 provincial governors, and cabinet ministers, focused on discussing the direction of central-local fiscal decentralization.
It was reported that President Lee Jae-myung also expressed deep sympathy with the need to expand local government grants.
■ “Expanding Local Consumption Tax Benefits the Capital Area… Counties and Small Cities Are Left Behind”
Governor Kim pointed out that “expanding the local consumption tax only strengthens revenue concentration in the Seoul metropolitan area, where population and consumption are highest.”
The local consumption tax system allocates a fixed percentage of the national value-added tax to local governments, which naturally favors regions with higher consumption.
He further explained, “Raising the local consumption tax rate reduces national tax revenue, which in turn shrinks the pool for local grants—a counterproductive outcome. Moreover, counties and small cities are not even eligible to receive a share of the consumption tax, worsening their fiscal conditions.”
■ “Grant-Based Decentralization Is True Balanced Development”
As an alternative, Governor Kim proposed a grant-based fiscal decentralization structure, stating,
“Local grants are the most rational system to ease regional disparities and correct capital area concentration. Increasing the grant rate will strengthen the fiscal independence of non-metropolitan cities and counties, ensuring a fairer distribution of national resources.”
He added, “The essence of decentralization is not merely devolving authority but securing a strong fiscal foundation to support it. I hope this discussion marks a true turning point toward balanced national development beyond the capital-centered structure.”
■ Jeollanam-do Continues Push for Grant Rate Increase and Permanent Fiscal Support Fund
Jeollanam-do has consistently urged the central government and the National Assembly to implement practical reforms, including:
Raising the local grant rate by 5 percentage points, and
Expanding and permanently maintaining the 3-trillion-won Local Extinction Response Fund.
Governor Kim’s remarks are widely viewed as a clear reflection of local governments’ growing frustration with the worsening fiscal gap, reiterating the urgent message that “Decentralization without balance is an illusion.”
