전라남도와 해양경찰정비창이 손잡고 지역 수리조선산업의 경쟁력 강화와 상생협력 방안을 모색했다.

전남도는 12일 목포에서 해양경찰정비창, 전남도의회, 김원이 국회의원, 조선산업 혁신기관 및 기업 관계자 등과 함께 ‘지역 수리조선산업 활성화 민관합동 워크숍’을 개최했다고 밝혔다.

이날 워크숍에서는 해경정비창 개창이 지역경제에 미칠 파급효과와 공동협력 방안을 중심으로 심도 있는 논의가 진행됐다.

참석자들은 해경정비창의 추진현황과 향후계획을 공유하고, 전남 수리조선 산업의 발전 방향, 정비창 연계 관광 활성화 방안 등을 주제로 발표와 패널 토의를 이어갔다.

■ 서해권 정비 거점 구축… 경제효과 3,300억 원 기대
목포 신항만 허사도에 건립 중인 해경정비창은 총사업비 2,583억 원이 투입된 국가 해양안전 핵심시설로, 2022년 착공해 내년 완공을 앞두고 있다.

부지 면적은 3만8천 평으로, 1천 톤급 이상 대형 함정을 수리할 수 있는 안벽과 플로팅도크 등 첨단 설비를 갖췄다.

완공 후에는 연간 40~50척의 함정을 정비할 수 있을 것으로 전망된다.

정비창이 본격 가동되면 서해권 정비 거점 구축으로 동서 균형 정비체계가 완성되며, 국가 해양안보 대응력과 정비 효율성이 크게 향상될 것으로 기대된다.

특히 지역 기업의 수리물량 참여와 기자재 수주 확대가 이루어질 경우, 생산유발효과 3,300억 원, 고용유발효과 2,300명 등 상당한 경제 파급효과가 예상된다.

■ 지역기업·생활인구 동반 성장 견인
해경정비창은 현재 정원 165명에서 303명까지 증원할 계획이며, 정비 인력과 교육 인원 유입으로 체류 인구 증가 및 지역 상권 활성화가 기대된다.

이를 계기로 타 지역 수리·기자재 기업의 전남 이전과 투자 확대로 이어질 가능성도 높다.

곽부영 전라남도 기반산업과장은 “해경정비창이 전남에 새 둥지를 틀고 지역과 상생협력을 추진하게 돼 뜻깊다.”며 “정비창 개창이 전남 수리조선산업은 물론 서남권 관광산업까지 견인하는 새로운 성장 동력이 되도록 적극 지원하겠다.”고 밝혔다.

“Jeonnam, the Heart of Korea’s Ship Repair Industry”
Jeonnam Province and the Coast Guard Maintenance Base Join Forces to Boost the Regional Shipbuilding Sector
Jeollanam-do Province and the Korea Coast Guard Maintenance Base have joined hands to strengthen the competitiveness of the regional ship repair industry and explore strategies for mutual cooperation.
On the 12th, Jeonnam Province announced that it held a “Public-Private Workshop for Revitalizing the Regional Ship Repair Industry” in Mokpo, with the participation of the Korea Coast Guard Maintenance Base, Jeonnam Provincial Council, National Assembly Member Kim Won-i, and representatives from shipbuilding innovation organizations and related companies.
During the workshop, participants engaged in in-depth discussions on the expected economic ripple effects of the maintenance base’s opening and explored various partnership strategies. They also shared updates on the progress and future plans of the Coast Guard Maintenance Base, presented development strategies for Jeonnam’s ship repair industry, and discussed ways to link the base’s operations with tourism revitalization in the southwestern coastal region.
■ Establishing the Western Coastal Maintenance Hub – KRW 330 Billion in Economic Impact Expected
The Coast Guard Maintenance Base, currently under construction on Heosa Island in Mokpo New Port, is a key national maritime safety facility with a total project cost of KRW 258.3 billion. Construction began in 2022 and is scheduled for completion next year.
Built on a site of 38,000 pyeong (approximately 125,000 m²), the base is equipped with advanced facilities including repair docks and a floating dock capable of servicing vessels over 1,000 tons. Once completed, it is expected to handle maintenance for 40 to 50 vessels annually.
With the full-scale operation of the base, Korea will establish a balanced East-West ship maintenance system, significantly enhancing maritime security readiness and operational efficiency.
Moreover, as local companies participate in repair contracts and component supplies, the project is projected to generate an estimated production inducement effect of KRW 330 billion and create about 2,300 new jobs, delivering substantial economic benefits to the region.
■ Boosting Local Businesses and Expanding the Resident Population
The Coast Guard Maintenance Base currently employs 165 personnel but plans to expand its workforce to 303 in the near future. This increase, along with the inflow of repair and training personnel, is expected to drive growth in local commerce and resident populations.
Additionally, the base’s establishment is likely to attract ship repair and equipment companies from other regions to relocate or invest in Jeonnam, further invigorating the province’s industrial ecosystem.
Kwak Bu-young, Director of Jeonnam Province’s Industrial Infrastructure Division, remarked,
“It is deeply meaningful that the Coast Guard Maintenance Base has settled in Jeonnam and is pursuing regional cooperation. The base’s opening will not only strengthen Jeonnam’s ship repair industry but also serve as a new growth engine for tourism and the broader southwestern economy.”
