전남, ‘인공태양’ 잡는다… 나주에 글로벌 핵융합 클러스터 유치 총력전

전라남도가 13일, 과학기술정보통신부가 공모한 ‘(가칭) 핵융합시설 핵심기술개발 및 첨단 인프라 구축사업’의 부지 유치를 위해 인공태양 연구시설 유치계획서를 한국연구재단에 공식 제출했다.

에너지 특화도시인 나주를 글로벌 핵융합에너지 클러스터로 조성하겠다는 의지를 담은 중대한 행보다.

이번 공모는 민·관이 협력해 핵융합 상용화 핵심기술을 개발하고, 관련 첨단 연구·산업 인프라를 구축하는 국가 프로젝트로, 전국 지자체의 치열한 경쟁이 예상된다.

전남도는 이를 도정 최우선 과제로 규정하고, 김영록 지사를 중심으로 전 실·과와 나주시가 참여하는 원팀(One-Team) 추진체계를 가동해 유치계획서를 완성했다.

계획서에는 나주의 입지 안전성, 기술·산업 연계성, 향후 확장성 등 핵심 요건이 빠짐없이 반영된 것으로 알려졌다.

유치 후보지인 나주는 지진과 자연재해 위험이 낮은 단단한 지반을 갖추고 있으며, 안정적인 정주 환경과 광역교통망을 갖춘 점이 강점으로 평가된다.

특히 세계 유일의 에너지 특화대학인 한국에너지공과대학교(KENTECH), 한국전력공사를 비롯한 다수의 에너지 기업이 집적해 있어 “연구–산업–인력 양성” 삼각축을 완비한 국내 유일의 에너지 생태계를 형성하고 있다.

정현구 전남도 에너지산업국장은 “부지의 안전성과 활용 가능성, 미래 확장성 등을 종합적으로 검토해 유치계획서를 준비했다.”며, “에너지 특화도시 나주는 핵융합 연구시설을 구축하기 위한 입지·기술·정주여건을 모두 갖춘 최적의 장소”라고 자신감을 보였다.

‘인공태양 연구시설’은 태양의 핵융합 원리를 지상에서 구현하는 국가 대형 연구시설로, 탄소없는 청정에너지 확보와 미래 첨단산업 자립의 핵심 인프라로 꼽힌다.

세계 각국이 미래 에너지 패권 선점을 위해 경쟁하는 가운데, 이를 유치하는 지역은 향후 에너지·과학기술 분야의 국가 전략 중심지로 도약할 가능성이 크다.

전남도는 “200만 도민의 염원과 지역 역량을 결집해 인공태양 연구시설이 반드시 전남에 들어설 수 있도록 총력을 다 하겠다.”고 밝혔다.

Jeollanam-do announced on the 13th that it has officially submitted its application to the National Research Foundation of Korea to host the nation’s next-generation “Artificial Sun” fusion research facility. The bid is part of the Ministry of Science and ICT’s call for proposals for the tentatively named “Core Technology Development for Fusion Facilities and Advanced Infrastructure Construction Project.”
The province’s plan reflects its strong commitment to transforming the energy-specialized city of Naju into a global fusion energy cluster—a major strategic initiative for the region’s future.
This national project aims to promote cooperation between the public and private sectors to develop core technologies for fusion commercialization and establish cutting-edge research and industrial infrastructure. Fierce competition among local governments is anticipated.
Jeonnam has designated the project as its highest administrative priority, forming a One-Team task force led by Governor Kim Young-rok, with all provincial departments and the city of Naju participating. The province completed the proposal after thoroughly reviewing key requirements, including site safety, industrial connectivity, and long-term expandability.
Naju, the proposed site, is known for its solid geological stability with minimal risk of earthquakes or natural disasters. It also offers a favorable residential environment and well-developed transportation networks. Most notably, it is home to the Korea Institute of Energy Technology (KENTECH)—the world’s only university specializing exclusively in energy—and hosts Korea Electric Power Corporation (KEPCO) along with numerous energy-related companies. This unique ecosystem forms a complete triangle of research, industry, and talent cultivation, making it the strongest candidate in the nation.
Jeong Hyun-gu, Director of the Jeonnam Provincial Energy Industry Bureau, stated,
“We prepared the proposal after thoroughly assessing the site’s safety, feasibility, and future scalability. As an energy-specialized city, Naju possesses the ideal conditions—location, technology, and quality of life—to host a world-class fusion research facility.”
The “Artificial Sun Research Facility” aims to replicate the nuclear fusion processes of the sun here on Earth. It is regarded as a core national infrastructure essential for securing carbon-free clean energy and ensuring technological self-reliance in future advanced industries.
With countries around the world competing to secure leadership in next-generation energy technologies, the region selected for this facility is expected to become a strategic national hub for energy and scientific innovation.
Jeonnam Provincial Government stated,
“We will mobilize the united will of our 2 million residents and all regional capabilities to ensure that the Artificial Sun research facility is successfully established in Jeonnam.”
