전남, ‘살던 곳에서 건강한 노후’ 선언… 의료·요양·돌봄을 하나로 묶다

전라남도가 의료·요양·돌봄을 하나로 묶는 전국 최초의 광역 통합지원 협력망 구축에 나섰다.

전라남도는 13일 도청 서재필실에서 전남사회복지협의회와 도내 8개 사회복지 직능기관이 참석한 가운데 ‘의료·요양·돌봄 통합지원 업무협약’을 체결했다.

이날 협약식에는 윤진호 전남도 행정부지사 직무대행, 박민서 전남사회복지협의회장 등 10명의 기관 대표가 참여해 지역주도형 통합돌봄 실현을 위한 공동 선언을 발표했다.

이번 협약은 2026년 3월 시행되는 국가 통합돌봄 제도에 맞춰, 복지·의료·요양·주거·자활 등 영역의 유기적 연계를 강화하기 위한 것으로, 광역 차원에서 사회복지 직능단체가 모두 참여한 것은 전국에서 전남이 최초다.

전문가들은 이를 “전남형 통합돌봄의 실질적 출발점”이라고 평가한다.

■ 8개 직능단체가 뭉쳤다… 복지 사각지대 해소 ‘원팀’
협약 기관들은 앞으로 노인돌봄, 장애인복지, 여성·가족복지, 자활지원, 지역복지 네트워크 등 각 분야의 전문 역량을 기반으로 생활권 단위의 통합지원 체계를 구축하기로 뜻을 모았다.

특히 의료·요양·돌봄 정보와 서비스를 유기적으로 연계함으로써 복지 사각지대를 신속히 파악하고 대응하는 시스템을 마련하는 데 집중할 계획이다.

전남도는 민간 현장 복지 역량을 제도권 체계와 결합해 읍면동 중심의 ‘생활밀착형 복지전달체계’를 한층 강화할 방침이다.

■ “전남형 통합돌봄의 새 장 열었다”
윤진호 직무대행은 “이번 협약은 행정과 현장이 함께 만드는 전남형 통합돌봄의 출발점”이라며 “도민이 떠나지 않고 살던 곳에서 오래 머물며 건강한 노후를 보낼 수 있는 전남을 만들기 위해 의료·요양·복지 기관이 한뜻으로 나선 것은 매우 뜻깊다.”고 강조했다.

전남도는 올해를 시작으로 2026년 국가 통합돌봄 전면 시행 전까지 ‘전남형 모델’을 구축하고, 초 고령사회 지역의 현실에 맞는 촘촘한 지원 체계를 마련할 계획이다.

First Province in Korea to Sign a Comprehensive Cooperation Pact Among 8 Major Social Welfare Organizations
Jeollanam-do has launched Korea’s first province-level integrated support network that brings together medical care, nursing services, and social care into a single coordinated system.
On the 13th, Jeollanam-do signed a “Medical·Nursing·Care Integrated Support Agreement” at the Seojaepil Hall in the provincial government building, together with the Jeonnam Social Welfare Council and eight professional social welfare organizations across the province.
The signing ceremony was attended by Acting Vice Governor Yoon Jin-ho, Jeonnam Social Welfare Council Chair Park Min-seo, and representatives from 10 related institutions, who jointly declared their commitment to advancing a community-driven integrated care system.
The agreement aims to strengthen organic linkages among welfare, medical, nursing, housing, and self-support services ahead of the nationwide launch of the Integrated Community Care System in March 2026. Jeonnam is the first province in the nation where all major social welfare professional organizations have come together under a province-wide cooperation pact.
Experts are calling the initiative “the practical starting point of the Jeonnam-style integrated care model.”
■ Eight Sectoral Welfare Organizations Join Forces — “One Team” to Eliminate Care Blind Spots
The participating organizations agreed to build an integrated support structure at the community level, drawing on expertise in senior care, disability services, women and family welfare, self-support programs, and regional welfare networks.
A key focus will be establishing a system that swiftly identifies and responds to welfare blind spots by seamlessly linking medical, nursing, and care-related information and services.
Jeonnam Province plans to strengthen its “community-level, resident-centered welfare delivery system” by linking the capabilities of frontline private welfare practitioners with the government-led system.
■ “A New Chapter for Jeonnam-Style Integrated Care”
Acting Vice Governor Yoon Jin-ho stated,
“This agreement marks the beginning of Jeonnam-style integrated care, jointly created by government and community practitioners. It is deeply meaningful that medical, nursing, and welfare institutions have united to help our residents remain in their hometowns and enjoy healthy, dignified aging.”
Jeonnam Province plans to begin full-scale development of its own integrated care model this year, ahead of the national rollout in 2026, and to build a tailored, comprehensive support system suitable for a rapidly aging region.
