전라남도가 여수를 남해안 중심 도시를 넘어 세계적 해양관광·탄소중립 산업수도로 육성하겠다는 미래 전략을 내놓았다.

전남도는 13일 여수시청 대회의실에서 김영록 전남도지사와 정기명 여수시장, 도·시의회 관계자 및 시민 120여 명이 참석한 가운데 ‘여수시 정책비전투어’를 개최하고, 여수의 산업·관광·문화 경쟁력을 기반으로 한 12대 미래비전을 발표했다.

김 지사는 “여수는 역사·자연·산업 등 어느 분야에서도 대한민국 최고 수준의 잠재력을 갖춘 도시”라며 “탄소중립 시대를 선도하는 산업모델이자 세계인이 찾는 글로벌 미항으로 도약하도록 도정이 적극 지원하겠다.”고 밝혔다.

정기명 여수시장도 “여수의 가능성을 현실로 만드는 힘은 사람·정책·협력”이라며 “이번 비전투어가 여수의 새로운 도약의 출발점이 될 것”이라고 말했다.

국제행사 개최 기반 확충, 여수공항 남중권 대표 공항 육성, 남중권 광역 교통허브 구축, 남해안 관광벨트 연결 확대

이는 해상·항만·섬·엑스포·산단을 모두 가진 도시라는 여수의 복합적 특성을 ‘해양관광+탄소중립 산업’으로 결합한 전략이라는 평가다.

현장 민원 토론… 지사가 현장에서 답하다

정책토론 시간에는 시민들의 생활밀착형 민원이 다양하게 제기됐고, 김 지사는 즉석 답변을 통해 해법을 제시했다.

● “향일암 도로 노후… 도비 지원 필요”
향일암 종무실장 김만재 씨는 “연간 100만 명이 찾는 향일암 진입도로가 노후해 방문객 불편이 크다”고 건의했다.

김영록 지사는 “2026 여수세계섬박람회 이전에 신속한 보수를 지원하겠다.”

● 장애인 활동지원 급여 이월 불가 문제
문상엽 재가장애인총연합회장은 “도 추가지원 급여 이월 불가로 이용자가 불편하다”고 개선을 요청했다.

김영록 지사는 “한국사회보장정보원에 시스템 개선을 강력히 요청하겠다.”

● 그 외 시민 요구
요양보호사 쉼터 확충, 영락공원 주차장 확충, 여수 공동구 소방시설 보수·보강 도비 지원 등 현장의 요구들은 여수시와 전남도가 공동 검토하기로 했다.

‘해양+산업+관광’ 삼축전략으로 여수의 미래를 열다.

여수는 국내 유일하게 석유화학산단·항만·엑스포·공항·섬 관광을 동시에 갖춘 도시다.

이번 비전투어는 이 장점을 한 축으로 모아 ‘그린 산업전환 + 해양관광 재정비’라는 구체적 방향을 제시한 것이 특징이다.

특히 엑스포재창조 프로젝트, 섬 관광벨트 확장, RE100 기반 광양만권 산업단지 전환, 수소산업 생태계 조성 등은 여수를 탄소중립 기반의 세계형 해양도시로 만드는 핵심 동력이 될 전망이다.

Jeollanam-do has presented an ambitious future strategy to elevate Yeosu beyond a southern coastal hub into a global marine tourism city and a carbon-neutral industrial capital.
On the 13th, the provincial government held the “Yeosu Policy Vision Tour” at Yeosu City Hall, with Governor Kim Young-rok, Mayor Jung Ki-myeong, members of the provincial and city councils, and about 120 citizens in attendance. The province unveiled 12 major development visions aimed at strengthening Yeosu’s industrial, tourism, and cultural competitiveness.
Governor Kim stated,
“Yeosu possesses the highest level of potential in Korea—historically, environmentally, and industrially.”
He pledged,
“We will fully support Yeosu’s leap toward becoming a global maritime city and a leading model of carbon-neutral industry in the new era.”
Mayor Jung added,
“The driving force that transforms Yeosu’s potential into reality lies in people, policy, and collaboration. I hope today’s vision tour becomes the starting point for Yeosu’s next great leap.”

On-site Citizen Dialogue: Governor Addresses Issues Directly
During the policy forum, citizens raised various livelihood-related issues, to which Governor Kim responded immediately.
● “Hyangiram access road is deteriorating… Provincial funding needed”
Kim Man-jae, administrative director of Hyangiram, reported significant visitor inconvenience due to outdated road conditions despite 1 million annual visitors.
→ Governor Kim:
“We will ensure rapid road repairs before the 2026 Yeosu World Island Expo.”
● Issue: Disability support services cannot carry over unused monthly benefits
Moon Sang-yeop, head of the Yeosu Home-visit Disability Association, requested improvements to the system that prevents carryover of supplemental provincial benefits.

“We will strongly urge the Korea Social Security Information Service to upgrade the system.”
