“기억은 행동으로 완성된다”… 전남도, 순국선열의 이름을 다시 부르다

전라남도와 광복회 전남도지부가 17일 전남도청 왕인실에서 ‘제86회 순국선열의 날 기념식’을 열고, 나라를 위해 목숨을 바친 선열들의 희생과 독립정신을 깊이 기렸다.

이날 행사는 ‘대한민국 빛낼 이 너와 나로다’라는 주제로 진행됐으며, 강위원 전남도 경제부지사, 김남용 전남서부보훈지청장, 광복회원 및 보훈단체장 등이 참석해 조용하지만 뜨거운 마음으로 선열들을 추모했다.

■ 9명의 독립유공자 새로 포상… 그중 6명은 전남도가 직접 찾아낸 이름
올해 기념식에서는 전남 출신 독립운동가 9명이 새롭게 서훈을 받았다.

포상은 애국장 1명, 애족장 2명, 대통령표창 6명으로, 이 가운데 6명은 전남도가 직접 발굴한 미서훈 독립 운동가들이다.

애족장: 고 소진호(진도), 고 정인수(목포)
대통령 표창: 고 서봉규(목포), 고 하헌정(영암), 고 신태금(영암),
          고 유영곤(영암), 고 최판수(영암), 고 최찬오(영암)
특히 이날 기념식에서는 고 신태금 선생의 외손녀 최유임 님에게 포상이 전수됐다.

신태금 선생은 1932년 영암 덕진면에서 70여 명의 청년과 함께 일제의 농업정책에 맞선 소작쟁의를 주도하다 체포·투옥된 인물로, 항일정신을 실천으로 증명한 대표적인 지역 독립운동가다.

유족이 확인되지 않은 3명의 유공자에 대해서는 ‘독립유공자 후손 찾기’ 사업을 통해 후손이 확인되는 대로 포상을 전수할 예정이다.

■ “행동 없는 추모는 기억을 가난하게 만든다.”
강위원 부지사는 기념사에서 “선열의 정신은 말이 아니라 행동으로 이어가야 한다”며 “전남도가 더 굳건히 그 길을 실천해 나가겠다.”고 밝혔다.

짧은 말 한마디가 기념식장을 숙연하게 만들었다.

■ 전남도, 잊힌 독립운동가 2,500명 발굴… 전국 최초의 성과
전남도는 2021년부터 2024년까지 총 3억 6,900만 원을 투입해 전국 광역 지자체 최초로 ‘독립운동 미 서훈자 발굴 및 서훈신청 사업’을 추진했다.

그 결과는 다음과 같다.

미 서훈 독립운동가 2,500여 명 발굴, 1,100여 명 서훈 신청, 현재까지 38명 서훈 확정, 이 사업은 지역 독립 운동사를 다시 쓰는 작업이자, 잊혀진 이름들을 다시 역사 속에 자리 잡게 하는 전남도의 가장 빛나는 보훈 정책으로 평가받는다.

■ 잊힌 이름을 불러내는 일… 그 숭고한 마음이 이어지길
전남도가 되찾은 독립 운동가들은 수십 년 동안 가족도, 지역도, 국가도 기억하지 못했던 이름이었다.

전남도는 그 잊힌 이름 하나하나를 발굴해 세상에 다시 올려놓고 있다.

이날 기념식은 그 노력이 현실이 되어 피어오른 순간이었다.

나라를 위해 쓰러진 이들의 이름을 기억하는 일, 그것이 바로 오늘을 사는 우리가 지켜야 할 최소한의 예의이자 대한민국을 지탱하는 가장 깊은 뿌리임을, 전남도는 다시 한 번 보여주었다.

Jeonnam’s First-in-the-Nation Project Uncovers 2,500 Previously Unrecognized Independence Activists
Jeollanam-do and the Jeonnam Branch of the Liberation Association held the 86th Martyrs’ Day Commemoration Ceremony on the 17th at the Wangin Hall of the Jeonnam Provincial Government, honoring the sacrifice and indomitable spirit of those who gave their lives for the nation.
The ceremony, held under the theme “You and I Who Will Light the Future of Korea,” was attended by Vice Governor for Economy Kang Wi-won, Kim Nam-yong, head of the West Jeonnam Veterans Affairs Office, members of veterans’ organizations, and descendants of independence activists—creating a solemn yet deeply moving atmosphere.
■ Nine Independence Activists Newly Recognized… Six Were Discovered Through Jeonnam Province’s Own Investigation
This year, nine independence activists from Jeonnam were newly awarded state honors.
Recognitions included one Order of Merit for National Foundation, two Medals of Patriotism, and six Presidential Citations—with six of the recipients identified through Jeonnam Province’s independent investigation of unrecognized activists.

During the ceremony, a medal was presented to Ms. Choi Yu-im, the granddaughter of late independence activist Shin Tae-geum.
Shin Tae-geum led a tenant farmers’ protest in 1932 in Deokjin-myeon, Yeongam, alongside more than 70 young activists, resisting Japan’s oppressive agricultural policies. He was arrested and imprisoned for his role, and is remembered as a steadfast fighter for national independence.
For three recipients whose descendants have not yet been located, Jeonnam Province will deliver the awards as soon as they are found through the “Finding Descendants of Independence Activists” initiative.
■ “Commemoration without action impoverishes memory.”
In his commemorative address, Vice Governor Kang stated:
“The spirit of our forebears must not be honored only in words, but continued through our actions. Jeonnam Province will steadfastly walk that path.”
The brief statement carried a heavy silence through the hall.
■ Jeonnam Uncovers 2,500 Previously Unrecognized Activists — A National First
From 2021 to 2024, Jeonnam Province invested a total of 369 million KRW to conduct the nation’s first regional project to identify unrecognized independence activists and apply for their state recognition.
The achievements include:
2,500 previously unrecognized independence activists identified
Over 1,100 applications for state honors submitted
38 activists confirmed and awarded to date
This initiative is regarded as one of Jeonnam’s most meaningful veterans’ policies, rewriting regional independence history and restoring forgotten names to their rightful place.
■ Calling Forgotten Names… May the Spirit Continue
The activists Jeonnam rediscovered had, for decades, been forgotten by families, communities, and even the nation.
Now, Jeonnam Province is bringing each name back into the light—one by one.
The ceremony marked a powerful moment when years of effort blossomed into real recognition.
To remember those who fell for the country is the most basic duty of those who live today—
and Jeonnam Province has once again shown that such remembrance is the very foundation on which the Republic of Korea stands.
