“전남도, 산불과의 전쟁 시작됐다”… 실전훈련으로 ‘초동진화 전력’ 총집결

전라남도가 본격적인 산불 조심 기간을 맞아 22개 시·군이 총출동한 산불 지상진화·통합지휘 실전훈련을 실시하며 산불 대응 체계를 전면 점검했다.

실제 산불 발생을 그대로 재현한 고강도 훈련으로, 공무원과 진화대원들이 한 치의 여유도 없이 현장 대응력을 끌어올린 것이다.

이번 ‘2025년 산불 지상진화 및 현장통합지휘 경연대회’는 지난 14일 진행됐으며, 22개 시·군에서 264명(공무원 2명·진화대원 10명으로 구성된 팀)이 참여해 ‘실전에서 살아남는 진짜 역량’을 겨뤘다.

훈련 현장은 그야말로 산불 현장 그대로였다.

지휘차량이 긴급 전개되고, 드론 영상이 실시간으로 송출됐으며, 노트북을 활용한 산불관제시스템 접속과 상황판 작성이 숨 가쁘게 이어졌다.

진화대원들은 진화차·펌프·호스·간이수조 등 기계화진화 장비를 풀가동하며 불길을 막아내는 전 과정을 실제처럼 수행했다.

지휘부는 초동 대응 전략을 재빨리 수립해야 했고, 지상진화대원들은 제한된 시간 안에 장비를 연결·전개하며 산불 확산을 차단해야 했다.

현장에는 “1분이 곧 피해 규모를 결정한다.”는 경각심이 팽팽하게 흐렸다.

치열한 경연 끝에, 영광군이 지휘본부 설치 속도, 장비 운용, 진화대원 팀워크 등 모든 부문에서 최고점을 기록하며 종합대상의 영예를 안았다.

통합지휘 분야에서는 최우수상 곡성군, 우수상 나주시·구례군, 장려상 여수시·순천시·광양시·완도군이 선정됐다.

지상진화 분야는 최우수상 무안군, 우수상 목포시·장흥군, 장려상 담양군·화순군·함평군·진도군이 이름을 올렸다.

김정섭 전남도 환경산림국장은 “이번 훈련은 단순한 경연이 아니라, 한 번의 판단이 수백 헥타르의 피해를 막는 실전 전쟁이었다.”며 “앞으로도 산불 대응의 전문성과 속도를 높이기 위한 훈련을 지역 곳곳에서 지속적으로 강화하겠다.”고 강조했다.

전남도는 올 겨울·봄철 산불에 대비해 초동진화 체계·통합지휘 조직·장비 운용훈련을 더욱 강화해 ‘산불 무사고 전남’을 실현한다는 방침이다.

“Jeonnam Declares War on Wildfires”… Full Deployment of Initial Response Forces Through Real-World Training
Jeollanam-do has launched an all-out inspection of its wildfire response system by staging a real-world ground suppression and integrated command drill involving all 22 cities and counties, as wildfire season begins in earnest.
The high-intensity training simulated an actual wildfire outbreak, leaving no room for error as public officials and fire suppression crews sharpened their field response capabilities.
The 2025 Ground Wildfire Suppression and On-Site Integrated Command Competition was held on the 14th, with 264 participants from 22 cities and counties — each team composed of two public officials and ten professional wildfire suppression personnel — competing to demonstrate the skills required to survive a real field situation.
The training site replicated an authentic wildfire scene down to the last detail.
Command vehicles were rapidly deployed, drone footage streamed in real time, and wildfire monitoring systems were accessed via laptop as situation boards filled up at a breathless pace.
Meanwhile, suppression crews operated mechanized firefighting equipment — including wildfire engines, pumps, hoses, and portable water tanks — to carry out a full wildfire containment sequence.
Command teams were required to establish initial response strategies within minutes, while ground suppression units raced against the clock to deploy equipment and block fire spread.
A tense atmosphere prevailed throughout the site, driven by the realization that “one minute can determine the scale of damage.”
After an intense competition, Yeonggwang County claimed the overall grand prize, earning top scores in command post establishment speed, equipment operation, and team cohesion among suppression crews.
In the integrated command category, Gokseong County won the top excellence award, followed by Naju City and Gurye County with excellence awards.
Encouragement awards went to Yeosu, Suncheon, Gwangyang, and Wando.
In the ground suppression category, Muan County received the top excellence award, while Mokpo City and Jangheung County took excellence awards.
Encouragement awards went to Damyang, Hwasun, Hampyeong, and Jindo.
Kim Jung-seop, Director General of the Jeonnam Environmental and Forest Bureau, emphasized, “This training was not just a competition—it was a real battlefield where a single decision can prevent hundreds of hectares of damage,” adding, “We will continue to strengthen wildfire response training across the province to enhance both speed and professionalism.”
Jeollanam-do plans to further bolster its initial attack systems, integrated command operations, and equipment deployment drills throughout the winter and spring wildfire season in pursuit of a “wildfire-free Jeonnam.”
