“AI·에너지로 전남의 운명을 바꾼다”

전라남도가 인공지능(AI)과 에너지를 양 날개로 한 새로운 도약의 시대를 향해 힘찬 출발을 알렸다.

김영록 전라남도지사는 5일 도청 왕인실에서 열린 시무식에서 “올해를 ‘전라남도 과학기술 진흥 원년’으로 선포하고, 모두가 함께 잘사는 포용성장과 기본사회를 선도하며 ‘AI·에너지 수도 광주·전남 대부흥’을 반드시 이루겠다.”고 밝혔다.

김 지사는 “꿈꾸는 자만이 미래를 열고, 도전하는 자만이 길을 만든다.”며 “과학으로 먹고 사는 전남, 천 년 역사를 새롭게 쓰는 ‘전남 황금시대’를 힘차게 열겠다.”고 강조했다.

이는 단순한 비전 제시를 넘어, 전남의 산업·경제·삶의 구조를 근본적으로 전환하겠다는 강한 선언으로 받아들여지고 있다.

그는 지난 한 해를 돌아보며 “헌정 위기를 극복하고 국민주권정부를 탄생시켰으며, 사상 최초 국비 10조 원 시대를 열었다.”며 “글로벌 초일류 기업이 주목하는 대한민국 AI·에너지 중심지로 전남이 부상했다.”고 평가했다.

이어 “이제는 이 성과를 발판 삼아 전남의 운명을 바꾸는 대도약을 완성할 때”라고 힘주어 말했다.

특히 김 지사는 태양광·풍력 등 재생에너지 확대를 전남 미래 전략의 핵심으로 제시했다.
영농형 태양광 확충을 통해 농가소득을 획기적으로 높이고, 공공 주도의 재생에너지 개발로 도민과 ‘에너지 기본소득’을 나누는 기본사회 모델을 실현하겠다는 구상이다.
에너지가 곧 소득이 되는 전남형 미래상이 구체화되고 있다.

‘과학기술 진흥 원년’ 선언과 함께 초 격차 첨단기술 육성 계획도 분명히 했다.
국립목포대·국립순천대, 한국에너지공대를 중심으로 AI·에너지·우주항공·첨단소재 등 미래 기술을 선점하고, 권역별 AI 데이터센터 클러스터와 남부권 반도체 혁신벨트를 구축해 전남을 글로벌 첨단산업 거점으로 탈바꿈시키겠다는 전략이다.

제조업과 농수축산업의 대전환도 예고됐다.
석유화학·철강·조선 등 국가 기반 산업에 재생에너지와 AI를 결합한 ‘AI 대전환 전남’을 실현하고, 농수축산업 전반에 AI를 접목한 ‘전남형 AX’를 통해 대한민국 농어업의 미래를 열겠다는 구상이다.

아울러 2026 여수 세계 섬 박람회 성공 개최를 시작으로 2028 G20 정상회의, COP33 유치에 도전하며 전남의 국제적 위상을 높이고, 남해안권 초광역 관광벨트 완성을 통해 지역 경제에 새로운 활력을 불어넣겠다는 청사진도 제시했다.

김 지사는 끝으로 “AI·에너지 시대를 맞아 광주·전남의 40년 행정 경계를 넘어서는 미래지향적 행정통합에 본격 나서겠다.”며 “수도권에 대응하는 남부권 성장축을 만들고, 대한민국의 미래를 여는 ‘AI·에너지 수도 광주·전남 대부흥’을 반드시 완성하겠다.”고 거듭 강조했다.

전남의 새해는 선언에 그치지 않는 실행의 시간으로 시작됐다.
AI와 에너지, 과학기술을 기반으로 한 전남의 도전이 지역을 넘어 대한민국의 미래를 바꿀 수 있을지, 도민들의 기대와 희망이 커지고 있다.

“Transforming Jeonnam’s Destiny Through AI and Energy”
Governor Kim Young-rok Declares the First Year of Science & Technology Advancement, Proclaims a New Era of Gwangju–Jeonnam Renaissance
Jeonnam Province has announced a powerful new start toward a future driven by artificial intelligence (AI) and energy, signaling a bold leap forward for the region.
On January 5, Kim Young-rok, Governor of Jeollanam-do, declared at the New Year’s ceremony held in the Wangin Hall of the provincial government building,
“This year marks the first year of science and technology advancement in Jeonnam. We will lead inclusive growth and a basic society where everyone prospers together, and we will 반드시 realize the grand renaissance of Gwangju–Jeonnam as the capital of AI and energy.”
Governor Kim emphasized,
“Only those who dare to dream can open the future, and only those who challenge can create new paths,”
adding that
“We will boldly usher in a new ‘Golden Age of Jeonnam,’ rewriting a thousand years of history through a province sustained by science and technology.”
His remarks were widely interpreted not as a simple policy vision, but as a strong declaration of intent to fundamentally transform Jeonnam’s industrial structure, economy, and quality of life.
Reflecting on the past year, Governor Kim noted,
“We overcame a constitutional crisis and gave birth to a government of popular sovereignty. We ushered in the era of a historic 10 trillion won in national budget support, and Jeonnam has risen as Korea’s central hub for AI and energy, drawing the attention of world-class global enterprises.”
He continued,
“Now is the time to complete a great leap forward that will change the destiny of Jeonnam, building upon the foundation of these achievements.”
At the core of this strategy is the bold expansion of renewable energy, including solar and wind power. Governor Kim highlighted plans to dramatically expand agrivoltaic systems, aiming to increase farm household incomes several-fold, while promoting public-led renewable energy development to share “energy-based basic income” with residents. A future where energy directly translates into income for citizens is steadily taking shape in Jeonnam.
Alongside the declaration of the “First Year of Science and Technology Advancement,” Governor Kim outlined plans to foster ultra-gap advanced technologies. Centered on Mokpo National University, Sunchon National University, and Korea Institute of Energy Technology (KENTECH), Jeonnam will take the lead in AI, energy, aerospace, advanced materials, and other future-oriented technologies. Based on this foundation, regional AI data center clusters and a southern semiconductor innovation belt will be established, transforming Jeonnam into a global advanced industrial hub.
A sweeping transformation of manufacturing and agriculture is also on the horizon. By integrating renewable energy and AI into key national industries—such as petrochemicals, steel, and shipbuilding—Jeonnam aims to realize an “AI-driven industrial transformation.” At the same time, AI-based innovation across agriculture, livestock, and fisheries—referred to as “Jeonnam-style AX”—is expected to open a new chapter for the future of Korean agriculture and fisheries.
Governor Kim also presented a global vision for the province, starting with the successful hosting of the 2026 Yeosu World Island Expo, followed by bids to host the 2028 G20 Summit and COP33. These efforts aim to elevate both Korea’s national stature and Jeonnam’s global brand value. In addition, the completion of a southern coastal mega-wide tourism belt is expected to inject fresh vitality into the regional economy.
In closing, Governor Kim reaffirmed his determination:
“In the era of AI and energy, we will move decisively toward a future-oriented administrative integration that dismantles the 40-year boundary between Gwangju and Jeonnam. By doing so, we will create a southern growth axis capable of matching the capital region and complete the grand renaissance of Gwangju–Jeonnam as the capital of AI and energy, opening the future of Korea.”
Jeonnam’s new year has begun not with words alone, but with a clear commitment to action. As the province advances with AI, energy, and science and technology at its core, public expectations and hopes are rising that Jeonnam’s challenge may reshape not only the region, but the future trajectory of the nation itself.
