“관광의 주인이 바뀐다, 해남이 만든다”

해남 관광의 방향이 바뀌고 있다.
‘보여주는 관광’에서 ‘함께 만드는 관광’으로, 외부 중심에서 주민 주도형으로의 전환이다.

문화체육관광부와 한국관광공사는 19일, 2026년 관광두레 신규사업 대상지로 경기 광명시, 충남 서천군, 울산 중구, 강원 철원군, 전남 해남군 등 전국 5개 지자체를 최종 선정했다고 밝혔다.

이번 공모에는 전국 33개 지자체가 참여해 치열한 경쟁을 벌였으며, 해남군은 전남에서 유일하게 이름을 올렸다.

관광두레는 주민이 주체가 되어 지역 고유의 자원과 이야기를 관광 상품으로 만들고, 직접 운영까지 책임지는 대한민국 대표 주민참여형 관광 모델이다.

숙박·음식·여행·체험 등 관광 전 분야에서 주민공동체가 창업과 경영의 주체가 되는 구조다.

이번 선정에서 문화체육관광부는 관광두레 PD 후보지의 역량과 지역 이해도, 지자체의 협력 의지와 실행력 등을 종합적으로 평가했다.

그 결과, 해남은 행정의 뒷받침과 주민 참여 가능성, 그리고 지역 자원의 확장성이 높다는 점에서 높은 점수를 받았다.

선정된 지역에는 국비 지원을 통해 관광두레 PD가 배치되고, 주민 사업체 발굴부터 창업 교육, 맞춤형 컨설팅, 상품 개발, 판로 개척, 홍보·마케팅에 이르기까지 관광사업 전 주기에 걸친 실질적 지원이 제공된다.

단순한 이벤트성 사업이 아니라, 지역에 뿌리내리는 지속 가능한 관광 생태계 구축가 목표다.

해남은 이미 두륜산·대흥사, 땅끝마을, 우수영 역사자원, 농어촌 체험과 먹거리 자원까지 자연·역사·생활이 결합된 관광 잠재력을 갖추고 있다.

관광두레는 이 자원들을 ‘구경거리’가 아니라 지역 주민의 삶과 연결된 콘텐츠로 재구성하는 데 핵심 역할을 하게 된다.

특히 이번 선정은 해남 관광이 행정 주도의 개발 중심에서 벗어나, 군민이 직접 기획하고 운영하는 경제 주체로 나서는 전환점이라는 점에서 의미가 크다. 관광이 일자리가 되고, 일자리가 마을을 지키는 구조로 이어질 수 있기 때문이다.

한국관광공사 관계자는 “관광두레는 지역의 이야기를 가장 잘 아는 주민이 직접 관광을 만들어 가는 모델”이라며 “해남은 공동체 기반 관광의 성장 가능성이 매우 높은 지역”이라고 평가했다.

해남군 관계자 역시 “관광두레 선정을 계기로 군민이 주도하는 관광 창업과 지역경제 선순환 구조를 만들어 가겠다.”며 “해남만의 정체성을 살린 관광 모델을 전국에 제시하겠다.”고 밝혔다.

관광은 더 이상 외부 손님만을 위한 산업이 아니다.
지역을 살리고, 사람을 남게 하는 힘이다.

관광의 주인이 군민으로 돌아온 지금, 해남의 관광은 비로소 지속 가능한 미래를 향해 걷기 시작했다.

“The Ownership of Tourism Is Changing—Haenam Leads the Way”
Haenam County Finally Selected for the Tourism Dure Program… Opening an Era of Resident-Led ‘Grassroots Tourism’
The direction of tourism in Haenam is changing.
It is shifting from “tourism to be shown” to “tourism to be created together,” and from an externally driven model to one led by local residents.
On the 19th, the Ministry of Culture, Sports and Tourism and the Korea Tourism Organization announced that five local governments—Gwangmyeong City (Gyeonggi), Seocheon County (South Chungcheong), Jung District of Ulsan, Cheorwon County (Gangwon), and Haenam County (South Jeolla)—were finally selected as new sites for the 2026 Tourism Dure program.
A total of 33 local governments nationwide competed in the public contest, and Haenam County was the only region selected from South Jeolla Province.
Tourism Dure is Korea’s representative resident-participation tourism model, in which local communities take the lead in turning their unique regional resources and stories into tourism products and assume full responsibility for operating them.
Across all tourism sectors—including accommodation, food, travel, and experiential programs—resident communities become the main actors in entrepreneurship and management.
In the evaluation process, the Ministry of Culture, Sports and Tourism comprehensively assessed the capabilities of Tourism Dure PD candidate sites, their understanding of local conditions, and the level of cooperation and execution demonstrated by local governments.
As a result, Haenam received high marks for its strong administrative support, high potential for resident participation, and the scalability of its regional resources.
Selected regions will receive national government funding, including the placement of a Tourism Dure PD. Substantial support will be provided throughout the entire tourism business cycle, from discovering resident-led enterprises and offering startup education to tailored consulting, product development, market access, and promotion and marketing.
This is not a one-off event, but a long-term initiative aimed at building a sustainable tourism ecosystem firmly rooted in the local community.
Haenam already possesses strong tourism potential that integrates nature, history, and everyday life—ranging from Duryunsan and Daeheungsa Temple to Ttangkkeut Village, the historical site of Usuyeong, and diverse rural experiences and local food resources.
Tourism Dure will play a key role in transforming these assets from mere “sights to see” into content closely connected to the lives of local residents.
In particular, this selection marks a major turning point: Haenam tourism is moving away from an administration-centered development model toward one in which residents themselves become the economic actors who plan and operate tourism. Tourism can create jobs, and those jobs, in turn, can help sustain local communities.
An official from the Korea Tourism Organization commented, “Tourism Dure is a model in which residents who know their region’s stories best create tourism themselves,” adding, “Haenam has very high potential for the growth of community-based tourism.”
A Haenam County official also stated, “Through the selection of Tourism Dure, we will build a virtuous cycle of resident-led tourism startups and the local economy,” and emphasized, “We aim to present a tourism model unique to Haenam to the entire nation.”
Tourism is no longer an industry solely for outside visitors.
It is a force that revitalizes regions and keeps people rooted in their communities.
Now that the ownership of tourism has returned to the residents, Haenam’s tourism has finally begun to walk toward a truly sustainable future.
