광주광역시와 전라남도가 정부의 ‘5극3특 국가균형성장 전략’의 첫 실천 모델로 ‘광주·전남 특별광역연합’ 출범을 위한 행정 절차에 돌입했다.
양 시·도는 2일 ‘광주·전남 특별광역연합 규약(안)’을 행정예고하고, 지방이 주도하는 초광역 협력체계 구축을 공식화했다.
이번 조치는 지난 30일 지방시대위원회가 확정한 국가균형성장 전략에 호응하는 것으로, 광주·전남이 전국 최초의 초광역 협력형 지방자치단체로서 선도적 ‘테스트베드’ 역할을 맡게 된다.
앞서 8월 비전 선포식, 9월 추진단 구성에 이어 이번 규약안 공개는 본격적인 실행 단계에 들어섰음을 의미한다.
규약안에는 특별광역연합의 설립 목적, 운영 구조, 재정체계와 함께 초광역 산업, 광역 교통망, 글로벌 관광 등 3대 분야의 10대 공동사무가 담겼다.
10대 공동사무는 초 광역 산업선도, 주력산업 연계 육성, 첨단 바이오산업 육성, 초 광역 지역혁신체계 구축, 도로·철도·대중교통 등 광역 교통망 구축, 광역철도 건설·운영, 지역문화 진흥 및 생활문화 지원, 초 광역 관광체계 구축 등이다.
양 시·도는 이들 사업의 국비 확보와 제도 개선에 공동 대응할 계획이다.
정부는 이미 수도권, 충청권, 호남권, 대경권, 부울경 등 5개 초광역권과 강원·전북·제주 등 3개 특별자치도를 중심으로 한 국가균형발전 전략을 제시한 바 있다.
전남도와 광주시는 행정예고 기간 중 이메일·팩스 등 다양한 창구를 통해 시민 의견을 수렴하고, 시·도의회 의결과 행정안전부 승인을 거쳐 연내 특별광역연합을 공식 출범시킬 예정이다.
출범 이후에는 중앙정부와 협력해 산업·교통·문화 등 주민 체감형 초광역 프로젝트를 본격 추진한다는 방침이다.
강기정 광주시장은 “현 정부의 첫 번째 특별지방자치단체 실천모델이 된 것은 매우 뜻깊은 일”이라며 “국가균형발전이 곧 대한민국의 미래라는 각오로 새로운 협력 거버넌스를 구축하겠다.”고 밝혔다.
김영록 전남도지사도 “광주·전남이 한목소리로 호남권 상생발전과 국가균형성장을 선도하겠다.”며 “성공적인 특별광역연합을 통해 국가 발전의 주춧돌 역할을 하겠다.”고 강조했다.
이번 광주·전남 특별광역연합 출범은 호남권 메가시티 구축의 청사진을 제시하고, 향후 국가균형발전의 표준 모델로 자리매김할 것으로 기대된다.

Special Metropolitan Union Charter Announced… Official Launch Set for This Year
Gwangju Metropolitan City and Jeollanam-do Province have begun administrative procedures to establish the “Gwangju-Jeonnam Special Metropolitan Union,” the first implementation model of the government’s “5 Regions, 3 Special Zones (5+3)” National Balanced Growth Strategy.
On October 2, the two local governments announced the draft charter of the Special Metropolitan Union, officially launching the establishment of a wide-area cooperative governance system led by local authorities.
This move follows the decision of the Presidential Committee on Regional Era on September 30 to adopt the 5+3 strategy, positioning Gwangju and Jeonnam as the nation’s first pilot case and testbed for a wide-area cooperative local government system.
The announcement of the draft charter follows the Vision Declaration Ceremony held in August and the establishment of the promotion taskforce in September, marking the beginning of the concrete implementation phase.
The draft charter outlines the purpose, organizational structure, financial system, and core functions of the Union. It highlights 10 key cooperative tasks in three priority areas:
Mega-regional industries
Integrated transportation networks
Global tourism initiatives
The 10 tasks include: leading mega-regional industries, fostering linked strategic industries, promoting advanced bio-industries, building an innovation ecosystem across the region, constructing mega-regional transportation networks (roads, railways, and public transit), operating regional railways, promoting local culture and supporting everyday cultural life, and building an integrated tourism system.
Both governments will jointly seek national funding and institutional improvements to ensure the successful implementation of these projects.
The central government has already presented its national balanced development strategy, reorganizing the country into five mega-regions—Seoul Metropolitan, Chungcheong, Honam, Daegu-Gyeongbuk, and Busan-Ulsan-Gyeongnam—alongside three special self-governing provinces: Gangwon, Jeonbuk, and Jeju.
During the public notice period, Gwangju and Jeonnam will collect residents’ opinions through various channels such as email and fax, before seeking approval from their respective councils and the Ministry of the Interior and Safety. The Union is expected to be officially launched within this year.
After its establishment, the Union will cooperate with the central government to push forward large-scale projects in industry, transportation, and culture that directly impact residents’ lives.
Gwangju Mayor Kang Gi-jung stated,
“It is deeply meaningful that Gwangju and Jeonnam have become the government’s first pilot model for a special metropolitan local government. With the conviction that balanced national development represents the future of Korea, we will build a new governance model where localities lead and the central government provides support.”
Jeonnam Governor Kim Yung-rok added,
“Speaking with one voice, Gwangju and Jeonnam will lead balanced development and shared prosperity in the Honam region. Through the successful establishment of the Special Metropolitan Union, we will serve as a cornerstone for Korea’s future growth.”
The launch of the Gwangju-Jeonnam Special Metropolitan Union is expected to present a clear blueprint for building a Honam Mega City and to serve as a standard model for Korea’s national balanced development strategy in the years ahead.
