전라남도가 도민 누구나 원하는 학습을 즐길 수 있도록 추진 중인 전남형 평생교육 정책이 큰 호응을 얻고 있다.
전남도는 모든 도민의 학습권을 보장하고 사회 변화에 대응할 수 있도록 찾아가는 전남형 평생학습, 디지털 미디어 문해 교육 등 신규 시책을 운영하는 한편, 기존 사업을 내실화해 체계적인 평생 학습망을 구축하고 있다.
올해 처음 도입된 ‘찾아가는 전남형 평생학습 지원사업’은 학습 사각지대 해소를 위한 맞춤형 프로그램이다.
도민 10명 내외가 팀을 꾸려 희망 강좌를 신청하면 강사가 직접 읍·면 단위까지 찾아가 교육을 진행한다.
현재 16개 시·군에서 1천870여 명이 참여했으며, 특히 접근성이 떨어지는 농산어촌 주민들에게 큰 호응을 얻고 있다.
국가에서 시행해오던 ‘평생교육이용권(바우처) 지원사업’이 올해부터 지자체로 이관되면서 전남도는 1인당 35만 원을 지원하고 있다.
이를 통해 도민들은 원하는 강좌를 자유롭게 수강하며 학습비 부담을 덜고 자기계발에 집중할 수 있게 됐다.
고령층의 디지털 격차 해소를 위한 ‘디지털 미디어 문해교육’도 10월부터 본격 운영 중이다.
전남도는 수요자 맞춤형 프로그램을 개발하고 전문 강사를 양성해 어르신들이 스마트기기 활용과 미디어 정보 판별 능력을 높일 수 있도록 돕고 있다.
또한 도내 8개 장애인평생교육시설에는 총 23억 2천600만 원을 투입해 인건비, 운영비, 프로그램 개발비 등을 지원하고 있으며, 현재 600여 명의 장애인 학습자가 안전하고 쾌적한 환경에서 다양한 프로그램에 참여하고 있다.
평생교육 문화 확산을 위한 사업도 활발하다.
시·도와 시·군, 대학, 평생교육기관이 함께하는 ‘평생교육 네트워크 운영사업’을 통해 정책 정보를 공유하고 협력 기반을 강화하고 있으며, 학습 성과와 우수사례를 나누며 평생교육 관계자의 역량 강화에도 기여하고 있다.
특히 ‘찾아가는 생활문해교실’을 운영해 일상생활에 필요한 기초 문해 역량을 높이고, 문해 교원 연수를 통해 문해 교육 교사들의 전문성도 강화하고 있다.
오는 17일에는 화순에서 ‘평생교육 어울림의 날’ 행사가 열려 평생교육 학습자와 도민 모두가 함께 참여하고 즐기는 화합의 장을 마련한다.
이어 2026년에는 여수에서 ‘전라남도 평생학습박람회’를 개최해 도민 모두가 배우고 즐기는 학습 축제로 발전시켜 나갈 계획이다.
강종철 전남도 인재육성교육국장은 “평생교육은 모든 도민이 행복한 삶을 누리기 위한 기본권”이라며 “앞으로도 도민의 목소리에 귀 기울여 실질적으로 도움이 되는 평생교육 정책을 적극 발굴·추진하겠다.”고 말했다.

Jeonnam’s Lifelong Learning Policies, Including Digital Media Literacy, Gain Wide SupportBuilding a Lifelong Learning Environment Accessible Anytime, Anywhere for All Residents
Jeollanam-do’s lifelong learning initiatives, designed to enable all residents to enjoy learning whenever and wherever they wish, are receiving strong public support.
To guarantee every resident’s right to learn and to strengthen their ability to adapt to societal changes, the provincial government is implementing new programs such as “Visiting Jeonnam Lifelong Learning” and Digital Media Literacy Education, while also enhancing existing projects to build a more systematic lifelong learning network.
Launched this year, the “Visiting Jeonnam Lifelong Learning Support Project” is a customized program aimed at closing educational gaps. Groups of about 10 residents can form a team, request a class, and have instructors visit even remote towns and villages to provide lessons. Currently, the program is active in 16 cities and counties, with over 1,870 participants, and has been especially well-received by residents in rural and fishing communities with limited access to learning opportunities.
The Lifelong Learning Voucher Program, previously managed by the central government, has been transferred to local governments this year. Jeonnam now provides 350,000 won per person, enabling residents to freely enroll in courses of their choice, easing the financial burden of learning and helping them focus on self-improvement.
To bridge the digital divide among the elderly, Digital Media Literacy Education officially began in October. The province is developing demand-driven programs and training professional instructors to help senior citizens improve their skills in using smart devices and in evaluating media information.
In addition, Jeonnam has allocated a total of 2.326 billion won to eight lifelong learning centers for persons with disabilities, covering personnel costs, operating expenses, and program development. Currently, about 600 learners with disabilities are participating in various programs in a safe and supportive environment.
Efforts to promote a lifelong learning culture are also in full swing. Through the Lifelong Learning Network Project, which involves provincial and local governments, universities, and learning institutions, Jeonnam shares policy information, strengthens collaboration, and enhances the capacity of lifelong learning practitioners by sharing best practices and success stories.
In particular, the province operates a “Visiting Literacy Classroom” to improve basic literacy skills essential for daily life and conducts training programs to enhance the professional competencies of literacy educators.
On October 17, the province will host the “Lifelong Learning Harmony Day” in Hwasun, creating an opportunity for both lifelong learners and residents to participate and celebrate together. Furthermore, in 2026, the Jeonnam Lifelong Learning Expo will be held in Yeosu, expanding into a learning festival for all residents to learn and enjoy together.
