전라남도가 운영 중인 외국인주민 통합지원콜센터가 응급의료 연계부터 비자 상담까지 폭넓은 생활밀착형 서비스를 제공하며, 도내 외국인주민의 안정적 정착을 돕는 든든한 지원 창구로 자리 잡고 있다.
전남 외국인주민 통합지원콜센터는 한국어를 포함한 10개 언어로 출입국, 노동, 의료, 복지, 생활 등 다양한 분야의 상담을 지원하고 있다.
복잡한 행정 절차 안내부터 긴급 의료지원 연계까지 실질적인 도움을 제공해 외국인주민의 고충 해소에 큰 역할을 하고 있다.
올해 9월 기준으로 총 6천618건의 상담을 처리했다.
실제 나주시에 거주하는 태국 국적의 외국인주민이 복통으로 응급수술이 필요한 상황에서, 콜센터가 신속히 전남도 지정 외국인 안심병원과 연계해 치료를 받을 수 있도록 지원한 사례가 있다.
또 순천대학교에 재학 중인 미얀마 유학생은 졸업 후 국내 취업을 준비하며 비자 전환 상담을 요청했고, 콜센터는 준전문인력 비자(E-7) 요건과 지역특화비자(F-2-R) 신청 조건 등을 안내해 학생이 합리적인 진로와 체류계획을 세울 수 있도록 도왔다.
콜센터는 단순한 상담을 넘어 생활 전반을 아우르는 서비스로 영역을 넓히고 있다.
지난 8월에는 기상청과 업무협약(MOU)을 체결해 외국인주민에게 다국어 기상정보를 제공, 재난·재해 발생 시 신속한 대응이 가능하도록 지원 기반을 마련했다.
또한 국가별 외국인 리더를 위촉해 커뮤니티 활성화와 자조적 네트워크 형성을 돕고, 지역사회와의 소통도 강화하고 있다.
전남도는 향후 콜센터의 기능을 한층 강화하기 위해 다양한 신규 사업을 추진할 계획이다.
외국인주민 커뮤니티와 연계한 ‘외국인주민의 날’ 운영, 유관기관 및 의료기관 방문 통역을 지원하는 ‘통·번역 서포터즈’ 프로그램 등을 통해 외국인주민과 지역민의 상호 이해와 공존의 기반을 넓혀갈 방침이다.
윤연화 전남도 인구청년이민국장은 “전남도 외국인주민 통합지원콜센터는 단순한 통역·상담 창구를 넘어 지역사회와 외국인주민을 연결하는 중계 역할을 하고 있다.”며 “앞으로도 외국인 주민의 든든한 생활 동반자가 되도록 기능을 강화하고 지원을 확대해 나가겠다.”고 말했다.

Jeonnam Strengthens Daily Life Support for Foreign Residents through Integrated Support Call Center
10 Languages Offered — Reliable Partner for Medical Emergencies, Visa Consultations, and More
The Jeollanam-do Provincial Government’s Foreign Residents Integrated Support Call Center has become a reliable lifeline for foreign residents, offering a wide range of practical, everyday services — from emergency medical assistance to visa consultations — to help them settle safely and comfortably in the province.
The Jeonnam Foreign Residents Integrated Support Call Center provides consultations in 10 languages, including Korean, covering diverse areas such as immigration, labor, healthcare, welfare, and daily life.From guiding foreign residents through complex administrative procedures to coordinating urgent medical support, the center plays a key role in resolving various difficulties.As of September this year, the center has handled a total of 6,618 consultation cases.
In one case, a Thai national living in Naju urgently needed surgery due to severe abdominal pain. The call center quickly connected the individual with a designated “Foreign Residents Safe Hospital” in Jeonnam, ensuring timely treatment.
In another case, a Myanmar student at Sunchon National University sought advice about visa conversion after graduation to prepare for employment in Korea. The call center provided detailed guidance on the requirements for the E-7 (Skilled Worker) visa and the F-2-R (Regional Specialized Residency) visa, helping the student plan a realistic career and residency path.
Beyond basic counseling, the call center is expanding its services to cover all aspects of daily life.In August, it signed an MOU with the Korea Meteorological Administration to provide multilingual weather and disaster information, enabling rapid response during emergencies.The center also appoints foreign community leaders to promote community engagement, encourage self-support networks, and strengthen communication with local residents.
To further enhance its role, Jeonnam Province plans to introduce several new initiatives. These include hosting “Foreign Residents’ Day” events in partnership with local communities and launching a “Translation and Interpretation Supporters” program to assist with communication at public and medical institutions. Through these efforts, the province aims to foster greater understanding and coexistence between foreign residents and local citizens.
Yoon Yeon-hwa, Director General of Jeonnam’s Population and Youth Immigration Bureau, stated,
“The Jeonnam Foreign Residents Integrated Support Call Center is more than just a translation or counseling service — it serves as a bridge connecting local communities and foreign residents. We will continue to strengthen its functions and expand support so that it remains a dependable partner in the daily lives of our foreign neighbors.”
