전라남도가 ㈜코스트코코리아의 순천 선월지구 투자 유치를 계기로 지역 소상공인과의 상생발전 전략을 본격 추진한다.
전남도는 지난 9월 30일 대형 유통업체인 ㈜코스트코코리아와 1,020억 원 규모의 투자협약을 체결하고, 순천 선월지구 내 신규 입점을 위한 절차를 진행 중이다.
도는 2029년 개점을 목표로 실시계획 변경, 건축심의, 상권영향평가 등 후속 행정절차를 추진할 계획이다.
이번 코스트코 투자유치는 쇼핑·관광 활성화와 청년 정주여건 개선, 일자리 창출은 물론, 전남·전북·경남권까지 아우르는 광역 상권 중심지로 도약할 수 있는 계기가 될 것으로 기대된다.
전남도는 코스트코 입점이 지역경제 활성화의 마중물이 되도록 기업과 소상공인 간 상생지원 정책을 병행할 방침이다.
먼저, 순천·광양·여수 지역 소상공인을 대상으로 500억 원 규모의 저리 경영안정자금과 특별보증을 지원한다.
특히 특별보증을 통해 보증수수료(0.8%) 부담을 완화해 실질적인 금융 지원 효과를 높인다.
또한 자영업자 고용보험료 월 납입액의 최대 100% 지원, 노란우산공제 장려금(연 최대 24만 원) 등을 통해 사회안전망을 강화한다.
경영환경 변화에 대응하도록 스마트기기(키오스크·디지털 광고판 등) 설치 지원과 디지털 전환 교육, 홍보영상 제작·브랜드·디자인 개발 지원 등도 확대 추진한다.
이와 함께 코스트코·순천시·순천시소상공인연합회가 참여하는 상생발전협의체를 구성해, 지역 인재 채용과 지역 농수산물·중소기업 제품 우선 입점 등 상생협약 프로그램을 운영할 계획이다.
김영록 전남도지사는 “코스트코 입점은 도민의 삶의 질 향상과 지역경제 회복의 전환점이 될 것”이라며 “지역사회와 상생할 수 있도록 소상공인 지원 강화와 상생협력 체계를 적극 추진하겠다.”고 밝혔다.

Jeollanam-do to Promote Mutual Growth Between Costco and Local Small Businesses

Jeollanam-do Province announced plans to promote a mutual growth strategy between Costco Korea and local small businesses, following Costco’s investment in the Seonwol District of Suncheon.
On September 30, the province signed a ₩102 billion investment agreement with Costco Korea for its new store in the Seonwol District of Suncheon. Jeollanam-do aims to complete administrative procedures such as development plan revisions, building reviews, and commercial impact assessments, with the goal of opening by 2029.
The investment is expected to not only boost shopping and tourism, but also improve youth settlement conditions, create jobs, and help the area become a commercial hub connecting Jeollanam-do, Jeonbuk, and Gyeongnam provinces.
To ensure the Costco project drives regional economic revitalization, the provincial government will implement mutual growth policies between large retailers and small business owners.
A ₩50 billion low-interest management stabilization fund and special guarantees will be provided to small businesses in Suncheon, Gwangyang, and Yeosu. Through the special guarantee program, guarantee fees (fixed at 0.8%) will be reduced to lessen the financial burden on small merchants.
In addition, the province will strengthen the social safety net by subsidizing up to 100% of monthly employment insurance premiums for self-employed workers and providing Yellow Umbrella Mutual Aid incentives of up to ₩240,000 per year.
To help small businesses adapt to rapid market changes, Jeollanam-do will expand support for smart devices such as kiosks and digital signboards, offer digital transformation training, and assist with promotional video production, branding, and design development to enhance competitiveness and sales.
Furthermore, a Mutual Growth Council will be established with Costco, Suncheon City, and the Suncheon Small Business Association to promote cooperation. The council will implement initiatives such as local talent recruitment and preferential sourcing of regional agricultural, fishery, and SME products through mutual growth agreements.
Governor Kim Yung-rok stated, “The opening of Costco will serve as a catalyst for improving residents’ quality of life and revitalizing the regional economy,” adding, “We will actively promote stronger support for small businesses and build a sustainable cooperation framework between local communities and corporations.”
