전라남도가 지역 철강산업 위기에 선제적으로 대응하기 위해 민·관 협력체계를 강화하고, 국가 차원의 지원을 적극 건의하고 나섰다.
전남도는 5일 광양만권소재부품지식산업센터에서 ‘전남 철강산업 위기대응 협의체’ 4차 회의를 열고, 광양시 철강기업을 중심으로 한 위기 대응 전략을 논의했다.
이번 회의에는 김기홍 전남도 전략산업국장을 비롯해 광양시·순천시 관계자, 철강기업 및 유관기관 위원들이 참석했다.
회의에서 전남도는 광양시가 국가 철강 생산의 3분의 1 이상을 차지하는 핵심 거점임에도 불구하고, 미국의 고율 관세, 중국산 저가 철강재 유입, 유럽연합(EU)의 탄소국경조정제도(CBAM) 시행 등으로 중소 철강업체와 협력사들이 연쇄적 경영난을 겪고 있다고 진단했다.
실제로 최근 2년간 광양 철강기업의 생산은 9.4%, 수출은 19.3% 감소했으며, 지방소득세 징수액은 76% 급감했다.
이에 따라 전남도는 광양시를 ‘철강산업 위기 선제대응지역’으로 지정받도록 행정 절차를 본격 추진하고 있으며, 실태조사·기업 의견 수렴·사업 발굴 등을 통해 산업통상자원부와 긴밀히 협의하고 있다.
김기홍 전략산업국장은 “이번 위기를 단순한 경기침체가 아닌 산업 체질 전환의 기회로 삼겠다.”며, “철강기업 경쟁력 강화를 위한 정책과 재정 지원이 국가 차원에서 추진되도록 민·관이 협력해 정부와 국회에 지속적으로 건의할 것”이라고 밝혔다.
전남도는 철강산업의 근본적 체질 개선을 위해 ‘광양만권 메가프로젝트’를 추진 중이다.
저탄소 설비 전환, 고부가가치 산업 육성, 스마트 제조 체계 구축 등을 통해 광양만권을 ‘스마트 에너지 기반 친환경 철강산업 클러스터’로 전환하는 것이 목표다.
또한 이를 뒷받침하기 위해 ‘국가기간산업 지원 특별법(K-스틸법)’ 제정을 추진하고, 정부 주도의 구조조정, 규제 특례, 전기요금 인하 등 지원 정책도 지속적으로 건의하고 있다.
이번 회의를 통해 전남도는 민·관이 협력하는 산업 위기 대응 체계를 강화하고, 철강산업의 지속 가능한 성장과 국가 경쟁력 확보를 동시에 도모할 계획이다.

Jeonnam Province Takes Proactive Measures to Address Steel Industry Crisis
– Gwangyang Bay Region Plans ‘Industrial Transformation’ Strategy, Pushes for National Support –
Jeonnam Province is stepping up proactive measures to tackle the regional steel industry crisis by strengthening public-private cooperation and actively requesting support at the national level.
On the 5th, Jeonnam Province held the 4th meeting of the Jeonnam Steel Industry Crisis Response Council at the Gwangyang Bay Component Knowledge Industry Center to discuss crisis response strategies centered on steel companies in Gwangyang City.
The meeting was attended by Kim Ki-hong, Director of Jeonnam Province’s Strategic Industries Bureau, along with officials from Gwangyang and Suncheon cities, steel companies, and relevant organizations participating in the council.
During the meeting, Jeonnam Province pointed out that although Gwangyang City accounts for more than one-third of national steel production and serves as a key hub, small and medium-sized steel companies and their partners are facing consecutive management difficulties due to high U.S. tariffs, the influx of low-priced Chinese steel, and the implementation of the EU Carbon Border Adjustment Mechanism (CBAM).
In fact, over the past two years, production by Gwangyang steel companies has decreased by 9.4%, exports by 19.3%, and local income tax revenue has plummeted by 76%.
In response, Jeonnam Province has begun administrative procedures to have Gwangyang City designated as a “Steel Industry Crisis Preemptive Response Area”, while closely consulting with the Ministry of Trade, Industry and Energy through surveys, company feedback collection, project identification, and policy proposals.
Kim Ki-hong, Director of the Strategic Industries Bureau, stated, “We will view this crisis not merely as an economic downturn, but as an opportunity for industrial structural transformation. Public and private sectors will collaborate to ensure policies and financial support for steel companies are promoted at the national level, and we will continue to advocate to the government and National Assembly.”
Jeonnam Province is also promoting the “Gwangyang Bay Mega Project” for the fundamental restructuring of the steel industry.
The project aims to transform the Gwangyang Bay area into a smart energy-based eco-friendly steel industry cluster through the transition to low-carbon facilities, fostering high value-added industries, and building smart manufacturing systems.
Additionally, to support these efforts institutionally, the province is pushing for the enactment of the “K-Steel Act (Special Act on Supporting National Key Industries)”, and continues to advocate for government-led restructuring, regulatory exemptions, and electricity price reductions.
Through this council meeting, Jeonnam Province seeks to strengthen a public-private cooperative system for crisis response, while simultaneously promoting sustainable growth of the steel industry and enhancing national competitiveness.
