전라남도가 지역 기반 이민·외국인 정책 실행 방안을 모색하고 중앙·지자체·현장이 협력하는 체계를 강화하기 위해 ‘전남 이민·외국인 정책포럼’을 지난 5~6일 쏠비치 진도에서 개최했다.
이번 포럼은 지역 산업 인력난 해소와 외국인 주민의 안정적 정착을 동시에 달성하기 위한 정책 논의의 장으로 주목받았다.
포럼에는 전남도 이민정책과와 농업정책과, 22개 시군 관련 부서, 법무부 관계자, 전북 고창군, 이민정책연구원, 전남연구원, 대불산학융합원 등 외국인 정책·계절근로 담당자 100여 명이 참석했다.
이들은 광역형 비자, 지역특화형 비자 등 변화된 제도를 공유하고, 현장의 경험과 우수사례를 바탕으로 정책 실효성을 높이는 방안을 논의했다.
주요 세션으로 진행된 정책포럼에서는 광역형 비자 도입 취지와 지역 정착 전략을 중심으로 발표가 이어졌다.
패널토론에서는 김일수 전남이민외국인종합지원센터장이 좌장을 맡아 조영희 이민정책연구원 연구원, 신선미 지역이민정책개발연구소 대표, 노성호 대불산학융합원 사무국장 등과 함께 지역 기반 이민정책의 실행 해법을 모색했다.
또한 시군 업무연찬회에서는 법무부 김은영 사무관이 달라진 비자 제도를 설명했고, 전북 고창군과 해남군 수산업협동조합은 계절근로자 운영 우수사례를 공유했다.
전남연구원은 외국인 주민 실태조사 결과를 발표하며 현장 중심 정책 점검을 강화했다.
윤연화 전남도 인구청년이민국장은 “이번 포럼이 새로운 정책 흐름을 공유하고 현장 경험을 연결하는 배움의 장이 되길 바란다.”며 “한국 생활이 서툰 외국인 주민들의 요구에 능동적으로 대응하고, 예비 전남도민으로서 신뢰가 쌓이도록 최선을 다해야 한다.”고 강조했다.
전남도는 이번 포럼 성과를 바탕으로 외국인 주민 종합대책 부서와 각 시군과 공유하여, 현장 적용을 확대하고 농·수산업 등 지역 주력산업의 인력난 완화와 외국인 주민 안정적 정착·통합을 동시에 추진한다는 계획이다.

Jeonnam Province Seeks Solutions for Foreign Resident Integration and Local Industry Labor Shortages
"Leading 'Jeonnam-style Immigration Policy' with Region-Specific Visas and Policies"
Jeonnam Province hosted the Jeonnam Immigration and Foreign Resident Policy Forum on November 5–6 at Sol Beach Jindo to explore strategies for implementing region-based immigration and foreign resident policies and to strengthen collaboration among the central government, local authorities, and field practitioners.
The forum attracted attention as a key platform for discussing policies aimed at both alleviating labor shortages in local industries and promoting the stable settlement of foreign residents.
Attendees included officials from Jeonnam’s Immigration Policy Division and Agricultural Policy Division, relevant departments from 22 municipalities, the Ministry of Justice, Gochang County in North Jeolla Province, the Immigration Policy Research Institute, Jeonnam Research Institute, Daebul Convergence Center, and other agencies managing foreign resident policies and seasonal labor programs, totaling around 100 participants.
The participants shared updated information on wide-area visas and region-specific visas, and discussed ways to enhance policy effectiveness based on field experience and best practices.
During the main session of the forum, presentations focused on the purpose of introducing wide-area visas and strategies for local settlement.
In a panel discussion, chaired by Kim Il-soo, Director of the Jeonnam Immigration and Foreign Resident Support Center, panelists including Jo Young-hee from the Immigration Policy Research Institute, Shin Sun-mi from the Regional Immigration Policy Development Institute, and Noh Sung-ho from the Daebul Convergence Center explored practical solutions for implementing region-based immigration policies.
At the accompanying municipal workshop, Kim Eun-young from the Ministry of Justice explained changes in visa regulations, while Gochang County and Haenam County’s Fisheries Cooperative shared successful cases of managing seasonal workers. The Jeonnam Research Institute also presented survey results on foreign residents, reinforcing field-oriented policy review.
Yoon Yeon-hwa, Director of Population, Youth, and Immigration Affairs in Jeonnam Province, stated, “We hope this forum serves as a learning platform to share new policy trends and connect them with field experiences. It is essential to respond proactively to the needs of foreign residents who are new to life in Korea and to build trust as prospective Jeonnam residents.”
Jeonnam Province plans to leverage the forum’s outcomes to share insights with departments responsible for comprehensive foreign resident policies and municipalities, expanding on-the-ground implementation. The province aims to simultaneously address labor shortages in key local industries, such as agriculture and fisheries, while ensuring the stable integration and settlement of foreign residents.
