전라남도가 분산에너지 특화지역과 ‘대한민국 AI 수도’ 비전을 앞세워 미래 전략산업의 주도권 확보에 본격 나선다.

김영록 전라남도지사는 11일 도청 서재필실에서 열린 실국장 정책회의에서 “전남 전역이 분산에너지 특구로 지정된 것은 재생에너지 강점을 기반으로 전남이 꾸준히 노력해 온 결과”라며 “이제는 전국에서 참고할 ‘선도모델’을 만드는 것이 중요하다.”고 강조했다.

김 지사는 “국가가 전남 전역을 특화지역으로 지정했다는 것은 전남이 시범사례를 제시하라는 의미”라며 “전문가 자문, 국회 토론회, 정책 세미나 등을 통해 분산에너지 추진방향을 명확히 세우고 실효성 있는 사업을 발굴하라”고 지시했다.

또한 김 지사는 최근 도가 선포한 ‘대한민국 AI 수도 전남’ 비전에 대해서도 구체적 실행전략 마련을 주문했다.

그는 “이미 전남은 오픈AI-SK 데이터센터와 삼성 SDS 국가 AI컴퓨팅센터를 유치하는 등 핵심 인프라를 갖추고 있다.”며 “타 지역이 유사 슬로건을 내세우기 전에 전남만의 차별화된 정책 대안을 중앙 무대에서 선제적으로 제시해야 한다.”고 말했다.

아울러 지방재정 확충과 관련해 김 지사는 “지방소비세 확대보다 교부세율 인상이 지방과 도 단위에 유리하다.”며 “교부세는 지역 여건을 반영해 취약 지역에 더 배분되도록 설계돼 있다.

전남의 필요성을 명확히 설명할 논리를 준비해 정부와 국회에 적극 건의하라”고 당부했다.

김 지사는 최근 도청 외벽에 내건 ‘쌀·쇠고기 시장 개방 저지 감사’, ‘APEC 성공 개최 축하’ 문구와 관련해 “대통령이 국가 현안을 위해 노력하고 있는 부분에 대한 공감을 표현한 것”이라며 “격려와 신뢰를 보이는 행위도 의미 있는 소통”이라고 설명했다.

한편 이날 회의에서는 국회 예산안 심사 대응 전략도 함께 논의됐다.

김 지사는 RE100 국가산단 특별법, SOC 예산 1조 원 이상 확보, 국립 트라우마 치유센터 전남센터 유치, 국립 김산업진흥원 설립, AI 첨단 축산업 융복합벨리 조성 등 주요 현안예산을 확보하는 데 총력을 기울일 것을 주문했다.

끝으로 김 지사는 올해 전남이 이룬 주요 성과인 오픈AI-SK 데이터센터 유치, 삼성 SDS 국가 AI컴퓨팅센터 전남 입지 선정, LS그룹 해상풍력 설치항만 투자, 분산에너지 특화지역 전남 전역 지정, 산업위기지역 보통교부세 가산 2년 연장, 남도국제미식산업박람회·국제농업박람회·국제수묵비엔날레 및 LPGA 대회 성공 개최 등을 언급하며 관계 공무원들의 노고를 격려했다.

“Jeonnam Leads Distributed Energy and AI Capital Vision”
Governor Kim Young-rok Announces Full-Scale Push for National Model
Jeollanam-do is moving to secure leadership in future strategic industries, putting forward the vision of a nationwide model for distributed energy specialization and its declaration as the “AI Capital of Korea.”
Governor Kim Young-rok emphasized this direction during the Directors’ Policy Meeting held on the 11th at the Seo Jae-pil Chamber in the provincial government building. “The designation of the entire Jeonnam region as a specialized zone for distributed energy reflects the abundance of renewable energy resources and the persistent efforts we have made,” he said. “What matters now is to establish a leading model that the rest of the country can reference.”
Governor Kim noted that the nationwide designation implies the government’s expectation for Jeonnam to demonstrate successful pilot outcomes. He instructed departments to “develop a clear direction for distributed energy policies through expert consultations, National Assembly forums, and policy symposiums, and to identify projects with practical impact.”
Governor Kim also called for concrete action plans to support the recently declared vision of Jeonnam as the “AI Capital of Korea.”
“Jeonnam has already secured key infrastructure, including the OpenAI–SK data center and the Samsung SDS National AI Computing Center,” he said. “Before other regions adopt similar slogans, Jeonnam must present differentiated and forward-looking policy strategies at the central level.”
Regarding local fiscal reinforcement, Governor Kim stressed that “raising the national tax grant rate is more advantageous for provincial-level governments than expanding the local consumption tax,” explaining that the national allocation system is designed to distribute more support to vulnerable regions. He urged officials to “prepare well-organized logic and explanatory materials to strongly propose this to the central government and the National Assembly.”
Governor Kim also commented on the banners recently displayed on the exterior of the provincial government building, which expressed gratitude for the government’s stance on preventing rice and beef market liberalization and congratulated the successful hosting of APEC. He described the banners as “an expression of support and appreciation for the President’s committed efforts on national issues,” adding that such gestures “play a meaningful role in communication that conveys encouragement and trust.”
Meanwhile, strategies to secure key state budget allocations were also discussed during the meeting. Governor Kim called for full efforts to secure funding and approvals for major initiatives, including the RE100 National Industrial Complex Special Act, more than KRW 1 trillion in SOC budget support, the establishment of the National Trauma Healing Center in Jeonnam, the National Seaweed Industry Promotion Agency, and the AI Convergence Smart Livestock Valley.
In closing, Governor Kim acknowledged the province’s major achievements this year — including securing the OpenAI–SK data center, the selection of Jeonnam as the site for the Samsung SDS National AI Computing Center, LS Group's investment in offshore wind installation port development, the province-wide designation as a distributed energy specialized zone, the two-year extension of the special national grant for industrial crisis areas, as well as the successful hosting of the Namdo International Food Expo, the International Agriculture Expo, the International Ink Biennale, and the LPGA BMW Ladies Championship — and expressed appreciation to public officials for their dedication.
