전라남도소방본부는 12일 여수 소노캄 호텔 일원에서 규모 7.5 강진을 가정한 ‘2025 국가단위 긴급구조종합훈련’을 실시하며, 대형 복합재난 상황에 대응하기 위한 유관기관 협업체계를 집중 점검했다.

이번 훈련은 소방청 주관, 전남도소방본부 주최로 진행되었으며, 지진 발생과 동시에 건물 붕괴·거북선대교 파단·선박 화재·산불 발생 등 현실적 위기 시나리오를 바탕으로 실전처럼 전개됐다.

행정안전부, 산림청, 국방부, 전국 10개 시·도 소방본부 등 총 65개 기관 1,500여 명이 참여했고, 헬기와 대용량 방사시스템 등 각종 장비 200여 대가 동원됐다.

훈련 설정상 여수 오동도 해상 인근에서 강진이 발생해 623명 이상의 사상자가 발생한 대규모 재난 상황이 펼쳐졌다.

현장에서는
▲구조·구급 활동
▲대형 화재 진압
▲대피 유도 및 현장 통제
▲헬기 응급 이송 등 단계별 대응이 긴박하게 이뤄졌으며, 각 기관 간 정보 공유·지휘 협업·통합지휘체계 운영 능력이 중점적으로 점검됐다.

전문가들은 이번 훈련이 “기관 간 공조체계의 실효성을 높이고 도민 생명보호 역량을 실전 수준으로 끌어올린 계기”라고 평가했다.

주영국 전남소방본부장은 “복합재난의 위험이 커지는 시대일수록 실전 같은 대응훈련이 중요하다”며 “도민의 생명과 재산을 지키기 위해 긴급구조 역량을 지속적으로 강화하겠다.”고 강조했다.

1,500 Personnel from 65 Agencies Join National Mega Disaster Drill**
The Jeollanam-do Fire Headquarters conducted the 2025 National Emergency Response Comprehensive Drill on the 12th around the Sono Calm Hotel in Yeosu, simulating a magnitude 7.5 earthquake to examine inter-agency cooperation systems for responding to large-scale complex disasters.
Hosted by the Jeonnam Fire Headquarters and supervised by the National Fire Agency, the drill unfolded in a highly realistic manner, assuming simultaneous emergencies such as building collapses, the failure of Geobukseon Bridge, ship fires, and wildfires triggered by the earthquake.
A total of 1,500 personnel from 65 organizations, including the Ministry of the Interior and Safety, the Korea Forest Service, the Ministry of National Defense, and fire headquarters from 10 cities and provinces nationwide, participated in the exercise. More than 200 emergency response units, including helicopters and large-capacity water discharge systems, were also deployed.
According to the scenario, a strong earthquake struck near the waters off Odongdo in Yeosu, resulting in over 623 casualties and widespread urban damage.
On-site drills were carried out in rapid succession, including
▲ rescue and emergency medical response,
▲ large-scale firefighting operations,
▲ evacuation guidance and scene control,
▲ helicopter medical transport.
Throughout the exercise, priority was placed on verifying information sharing, unified command, and inter-agency coordination capabilities.
Experts assessed that the drill served as “a meaningful opportunity to strengthen the effectiveness of inter-agency cooperation and elevate the province’s life-saving abilities to real-world standards.”
Ju Young-guk, Commissioner of the Jeonnam Fire Headquarters, emphasized, “As the risks of complex disasters continue to grow, realistic and practical training is more important than ever. We will continue strengthening our emergency response capabilities to protect the lives and property of our residents.”
