전라남도가 민생 침해 범죄 대응력을 높이기 위해 특별사법경찰(특사경) 수사역량 강화에 본격 나섰다.

도는 14일 도청에서 도 및 시군 소속 특별사법경찰 120명을 대상으로 2025년 특별사법경찰 수사역량 강화 실무교육을 실시했다고 밝혔다.

특별사법경찰은 특정 분야 전문성을 갖춘 일반직 공무원이 관할 검사장의 지명을 받아 단속·조사·송치 등 수사 업무를 수행하는 준사법기관이다.

전남도는 복잡·다변화하는 민생범죄에 능동적으로 대응하기 위해 매년 정기적인 실무교육을 운영하며 현장 대응력 고도화에 힘쓰고 있다.

이번 교육에는 김명진 서울중앙지방검찰청 수사관과 백윤욱 북부지방산림청 특사경 자문관이 초빙돼 수사서류 작성법, 초동수사 요령, 현장 수사 사례 분석 등 실제 현장에서 즉시 활용할 수 있는 실무 중심 커리큘럼으로 강의를 진행했다.

김미순 전남도 안전정책과장은 “이번 교육을 통해 특사경의 직무 수행 능력이 한층 더 강화될 것으로 기대한다.”며 “앞으로도 민생 분야 위법행위를 집중 단속해 도민 피해를 원천 차단하는 데 최선을 다하겠다.”고 말했다.

현재 전남에서는 환경, 산림, 식품위생, 어업감독, 자동차 의무이행, 소방 등 27개 분야 672명의 특사경(도 180명, 시군 492명)이 활동하며 도민 생활안전망의 최전선에서 민생 확립 역할을 맡고 있다.

Jeonnam Strengthens Special Judicial Police Investigation Capabilities… “Eradicating Crimes That Harm Everyday Life”
Practical, field-centered training provided to 120 officers from provincial and municipal governments
Jeollanam-do has launched a major initiative to enhance its response to crimes that threaten citizens’ daily lives by strengthening the investigative capabilities of its Special Judicial Police (SJP).
On the 14th, the province announced that it held the 2025 Special Judicial Police Practical Investigation Training at the provincial government building for 120 SJP officers from both the provincial and municipal levels.
Special Judicial Police are general civil servants with expertise in specific fields who are designated by the district prosecutor to carry out investigation duties such as crackdown, inquiry, and case referral. Jeonnam has been regularly providing this training each year to bolster field response capacity amid increasingly complex and evolving civil affairs crimes.
For this training, Kim Myung-jin, an investigator from the Seoul Central District Prosecutors’ Office, and Baek Yun-wook, an advisory officer from the Northern Regional Office of the Korea Forest Service, were invited to lead sessions covering investigation document writing, on-scene initial investigation procedures, and analysis of real case examples—a curriculum designed for immediate field application.
Kim Mi-soon, Director of the Jeonnam Safety Policy Division, stated, “We expect this training to significantly strengthen the operational capabilities of our Special Judicial Police,” adding, “We will continue to intensively crack down on violations affecting people’s livelihoods to prevent any damage to our residents.”
Currently, 672 Special Judicial Police officers (180 at the provincial level and 492 at municipal levels) are active across 27 fields, including environment, forestry, food safety, fisheries supervision, vehicle compliance, and fire safety—standing at the frontline of protecting residents and reinforcing Jeonnam’s everyday safety network.
