전라남도와 산림조합이 산불 예방과 초동진화 역량을 강화하기 위한 공동대응 체계를 마련했다.

도와 산림조합은 15일 완도 신지면 완토리니에서 열린 ‘2025 광주·전남 산림조합 임직원 한마음대회’에서 산불재난 공동대응 업무협약을 체결하고, 가을철 산불 조심 기간에 맞춰 본격적인 협력 강화에 나섰다.

이날 행사에는 김영록 전남도지사, 박지원·이개호·신정훈 국회의원, 신우철 완도군수, 한민 산림조합중앙회 광주·전남지역본부장, 22개 시군 산림조합장과 임업단체 관계자 등 400여 명이 참석했다.

산림조합 임직원 간 화합을 다지는 전통 행사인 한마음대회는 코로나19로 중단됐다가 지난해부터 재개됐다.

■ 드론 16대·장비 254대·인력 322명 지원
업무협약은 지난 2월 김영록 지사와 산림조합장 간 소통간담회에서 제안된 사항으로, 산불 대응력 강화를 위한 실질적 공조를 담고 있다.

협약에 따라 산림조합은 자체 보유 중인 드론 16대와 살수차·등짐펌프 등 장비 254대, 인력 322명을 산불 감시와 초동진화, 피해지역 구호활동 등에 투입한다.

전남도는 산림조합 임직원을 대상으로 한 산불 예방·진화 교육을 확대하고, 산불 발생 시 신속한 정보 공유와 협력 체계를 구축해 초동진화 골든타임 확보에 집중할 계획이다.

■ “현장 대응력 강화… 도민 안전 최우선”
김영록 지사는 기념식에서 “산림조합 임직원들의 헌신이 전남 산림을 지키는 든든한 힘이 되고 있다.”며 “도민의 생명과 재산 보호를 위해 산불재난 공동대응 체계를 더욱 공고히 하겠다.”고 말했다.

또한 “드론·ICT 기반 산불 예찰체계 구축, 탄소중립 실현을 위한 목재산업 육성, 산림치유·관광 연계 확대 등 임업의 미래산업화를 적극 뒷받침하겠다.”고 덧붙였다.

■ 고향사랑기부금 전달·임직원 체육대회 이어져
기념식에서는 완도군에 고향사랑기부금 300만 원을 전달하는 행사도 함께 진행됐다.

이어 열린 임직원 체육대회에서는 산림조합 직원들이 친목을 다지며 지역 산림조합 간 협력 의지를 다졌다.

한편 광주·전남 지역에는 22개 산림조합이 활동하고 있으며, 산림기술지도사업을 담당하는 전문 인력 130명이 배치돼 있다.

산림조합은 2023년부터 ‘뚝딱봉사단’을 운영하며 최근 3년 동안 지역 소외계층 성금 4억 원, 인재육성 장학금 4억 원을 기탁하는 등 사회공헌 활동도 활발히 펼치고 있다.

**Jeonnam Province and Forest Cooperatives Establish Joint Wildfire Response System
— Full Deployment of Drones and Equipment —**
Jeonnam Province and the Korea Forest Cooperatives have established a joint response system to strengthen wildfire prevention and initial suppression capabilities.
On the 15th, the two organizations signed a Wildfire Disaster Joint Response Agreement during the 2025 Gwangju–Jeonnam Forest Cooperative Employees Unity Festival held in Wando’s Sinji-myeon Wantorini. The agreement was timed to coincide with the autumn wildfire precautionary season, signaling a significant step toward reinforced cooperation.
The event was attended by Jeonnam Governor Kim Young-rok, National Assembly members Park Ji-won, Lee Gae-ho, and Shin Jeong-hoon, Wando County Mayor Shin Woo-cheol, Han Min, head of the Gwangju–Jeonnam Regional Office of the National Forestry Cooperative Federation, along with 22 city and county Forest Cooperative heads, forestry-related organizations, and about 400 participants.
The Unity Festival, a long-standing event aimed at strengthening solidarity among Forest Cooperative employees, had been suspended due to COVID-19 and resumed last year.
■ Deployment of 16 Drones, 254 Pieces of Equipment, and 322 Personnel
The agreement stems from a proposal made during a communication meeting between Governor Kim and Forest Cooperative leaders in February. It outlines practical measures to enhance wildfire response capabilities.
Under the agreement, the Forest Cooperatives will mobilize:
16 drones,
254 pieces of firefighting equipment including water tankers and backpack pumps, and
322 personnel
to support wildfire surveillance, rapid initial response, and relief efforts in affected areas.
Jeonnam Province will expand wildfire prevention and firefighting training for Forest Cooperative employees while ensuring swift information sharing during wildfire outbreaks to secure the critical early response window.
■ “Strengthening On-Site Capability… Protecting Residents Comes First”
During the ceremony, Governor Kim expressed appreciation for the dedication of Forest Cooperative employees, stating:
“Your commitment serves as a strong foundation for safeguarding Jeonnam’s forests. We will further reinforce our joint wildfire response system to protect the lives and property of our residents.”
He added that the province will also support:
Drone and ICT-based wildfire monitoring,
Wood industry development for carbon neutrality, and
Expansion of forest healing and tourism linkages,
all of which contribute to the future industrialization of forestry.
■ Donation to Hometown Love Fund and Employee Sports Festival
At the event, the Forest Cooperatives presented a 3 million won donation to Wando County under the Hometown Love Donation Program.
This was followed by an employee sports festival, where participants strengthened camaraderie and reaffirmed cooperative ties among regional forest organizations.
Currently, 22 Forest Cooperatives operate in the Gwangju–Jeonnam region, supported by 130 professional personnel engaged in forest technical guidance. Since 2023, the cooperatives have also run the “Ttukttak Volunteer Corps”, contributing a total of 400 million won in donations to underserved residents and another 400 million won in scholarships for youth development over the past three years.
