전라남도가 수능을 마친 고3 수험생을 대상으로 연말까지 전세사기 예방교육에 전면 돌입했다.
최근 전남 지역 전세사기 피해자의 절반 이상(56%)이 청년층으로 드러나면서, 대학 진학·독립을 준비하는 학생들이 고위험군으로 지목됐기 때문이다.
전남도는 전남도교육청과 협력해 145개 고등학교, 약 1만5천 명의 학생을 대상으로 전문 강사가 직접 학교를 찾아가는 방식으로 교육을 진행한다. 생애 첫 전월세 계약을 앞둔 학생들이 전세사기의 표적이 되는 구조적 위험을 사전에 차단하기 위한 조치다.
교육은 실제 피해사례를 중심으로 계약 전 반드시 확인해야 할 사항, 전입신고·확정일자 등 권리 보호 절차, 보증보험 가입 요령, 피해 발생 시 대응 방법, 청년 전월세 지원제도 등을 짧고 강하게 이해시키는 실전형 구성으로 진행된다.
또한 전세사기 예방 영상과 실제 피해자 사례가 포함돼 학생들의 경각심을 높인다.
곽춘섭 전남도 건축개발과장은 “고3 수험생들은 앞으로 생애 첫 전월세 계약을 마주하지만 절차는 너무 생소하다”며 “보증금을 지킬 수 있는 구체적 방법을 알려, 더 이상 젊은 세대가 피해자가 되지 않도록 교육을 확대하겠다.”고 강조했다.

“예비 대학생이 가장 많이 당하는 전세사기 패턴을 실제 사례로 설명해 스스로 방어할 수 있는 힘을 키우도록 했다”고 말했다.
전남도는 올해에만 청년 1,355명을 대상으로 10차례 예방교육을 실시하는 등 대응에 힘을 쏟고 있다.
또한 동부지역본부(순천)에서는 매주 월요일 ‘찾아가는 주거복지센터’ 원스톱 상담을 운영하며, 변호사·법무사·공인중개사 등이 참여하는 전세사기 전문 상담도 꾸준히 제공하고 있다.

Jeonnam Province launches emergency preventive training for 15,000 students who finished the CSAT
Jeollanam-do has launched a full-scale rental fraud prevention program for high school seniors who have completed the College Scholastic Ability Test (CSAT), running through the end of the year.
More than half (56%) of rental fraud victims in the province were found to be young people, highlighting high school seniors—who are preparing for college or independent living—as a high-risk group vulnerable to first-time rental contracts.
In cooperation with the Jeonnam Office of Education, the province will provide on-site training in 145 high schools for approximately 15,000 students. Professional instructors from the Jeonnam Residential Welfare Center will visit schools directly to help students avoid becoming targets during their first rental contract experience.
The training focuses on real fraud cases and provides concise, practical guidance on essential checks before signing a contract, procedures for protecting tenant rights (such as resident registration and fixed-date documentation), rental guarantee insurance, steps to take when damage occurs, and housing support programs for young people.
The sessions also include fraud-prevention videos and actual victim case studies to raise awareness and alertness among students.
Kwak Chun-seop, Director of Jeonnam’s Construction Development Division, said,
“High school seniors will soon face their very first rental contracts, yet the procedures are unfamiliar and complex. We will continue expanding educational programs to ensure young people know how to safeguard their deposits and avoid becoming victims.”
Jang Chung-mo, CEO of Jeonnam Development Corporation—the agency operating the Residential Welfare Center—added,
“We reinforced the program so that prospective college students can clearly recognize the rental fraud patterns they are most likely to encounter, helping them build the ability to protect themselves.”
This year alone, Jeonnam Province has already held 10 training sessions for a total of 1,355 young participants as part of its ongoing prevention efforts.
In addition, the Eastern Regional Headquarters (Suncheon) offers a weekly “Mobile Residential Welfare Center” one-stop counseling service every Monday, and continues to provide specialized consultations on rental fraud with the participation of lawyers, judicial scriveners, and licensed real estate agents.
