공공기관의 디지털 전환은 더 이상 선택의 문제가 아니다.
행정의 속도와 정확성, 신뢰와 투명성까지 좌우하는 핵심 인프라의 문제다.
이런 점에서 한국농어촌공사가 추진하는 KRC 생성형 AI 시스템 구축은 공공부문 디지털 혁신의 중요한 분기점이다.
단순한 ‘AI 도입’이 아니라, 업무·민원·보안 전반을 아우르는 행정 체계의 구조적 전환이라는 점에서 의미가 크다.
한국농어촌공사는 생성형 AI 도입에 앞서, 사규와 법령, 업무지침, 감사 사례 등 방대한 내부 문서를 인공지능에 학습시키고, 이를 기반으로 대화형 질의·응답 시스템을 구축한다.

특히 주목할 점은 최근 전 세계적으로 문제가 되고 있는 생성형 AI의 ‘환각(hallucination) 현상’에 대한 대응이다.
사실이 아닌 정보를 사실처럼 답하는 위험을 줄이기 위해, 한국농어촌공사는 검색 증강 기술(RAG)과 하이브리드 인프라를 도입해 정확성과 정보 보안을 동시에 강화하겠다는 전략을 분명히 했다.
이는 공공기관이 AI를 다루는 올바른 태도다.
편리함보다 책임, 속도보다 신뢰를 우선하겠다는 선언이기 때문이다.
업무 효율성 측면에서도 변화는 분명하다.
AI 비서와 AI 에이전트 도입을 통해 보고서·보도자료 초안 작성, 데이터 분석, 자료 검색까지 자동화함으로써, 직원들은 반복 업무에서 벗어나 현장과 정책 설계에 집중할 수 있는 환경을 갖추게 된다.
문제는 이제 어디에서, 어떻게 이 혁신을 실증하느냐다.
그 해답은 분명하다.
해남 솔라시도다.
AI, 에너지, 농업, 수자원 관리가 집약되는 솔라시도는 전라남도 농어촌 행정의 미래를 실험하기에 가장 적합한 공간이다.
스마트 농업, 수자원 관리, 민원 대응, 데이터 기반 의사결정까지, KRC 생성형 AI 시스템이 실제로 작동하고, 성과를 증명할 수 있는 최적의 테스트베드다.
전라남도농어촌공사가 이곳에서 ‘AI 기반 농어촌 행정의 모범사례’를 만들어낸다면, 이는 단순한 기관 성과를 넘어 전국 공공부문으로 확산될 수 있는 표준 모델이 된다.
지방은 더 이상 중앙 정책의 수혜 대상이 아니라, 국가 혁신을 증명하는 현장이어야 한다.
AI 행정도 마찬가지다.
한국농어촌공사의 KRC 생성형 AI가 책상 위 시스템으로 끝나지 않고,
해남 솔라시도에서 실제로 일하는 행정, 현장을 바꾸는 기술로 구현될 때, 공공부문의 디지털 전환은 비로소 신뢰를 얻을 수 있다.
행정은 이제 말이 아니라, 정확한 데이터와 책임 있는 AI로 평가받는 시대다. 그 출발선을, 해남과 전남이 함께 증명해야 한다.

“Administration Must Evolve with AI, and Regions Must Prove It on the Ground”
— KRC’s Generative AI Should Set a Model Case in Solaseado
Digital transformation in the public sector is no longer a matter of choice.
It has become a core infrastructure issue that determines the speed and accuracy of administration, as well as trust and transparency.
In this context, the Korea Rural Community Corporation’s (KRC) initiative to build a generative AI system marks a critical turning point for digital innovation in the public sector.
This is not merely the adoption of AI, but a structural transformation of the administrative system encompassing 업무 operations, civil complaints, and security.
Ahead of introducing generative AI, KRC plans to train the system on a vast body of internal documents, including corporate regulations, laws, work guidelines, and audit cases, and to build a conversational question-and-answer system based on this knowledge.
This represents a shift away from administration dependent on individual experience and memory toward a knowledge-based administrative model.
Particularly noteworthy is KRC’s response to the global concern surrounding the “hallucination” phenomenon in generative AI.
To minimize the risk of AI presenting false information as fact, KRC has clearly outlined its strategy to enhance accuracy and information security by adopting retrieval-augmented generation (RAG) technology and a hybrid infrastructure.
This reflects the right approach for a public institution in handling AI.
It is a declaration that responsibility comes before convenience, and trust before speed.
The impact on work efficiency is also evident.
With the introduction of AI assistants and AI agents, tasks such as drafting reports and press releases, data analysis, and information retrieval can be automated. This allows employees to move beyond repetitive tasks and focus on fieldwork and policy design.
The key question now is where and how this innovation will be demonstrated in practice.
The answer is clear: Solaseado in Haenam.
As a space where AI, energy, agriculture, and water resource management converge, Solaseado is the most suitable testing ground for the future of rural administration in Jeollanam-do.
From smart agriculture and water management to civil complaint handling and data-driven decision-making, it offers an ideal environment for the KRC generative AI system to operate in real conditions and prove its effectiveness.
If the Jeonnam Rural Community Corporation can create a successful model of AI-based rural administration here, it will go beyond an institutional achievement and become a standard model capable of spreading across the national public sector.
Local regions are no longer mere beneficiaries of central government policy; they must become the frontlines that prove national innovation.
AI-driven administration is no exception.
Only when KRC’s generative AI moves beyond a desk-bound system and is realized as a technology that truly works on the ground and transforms administrative practice in Solaseado will digital transformation in the public sector earn genuine trust.
Administration is now judged not by words, but by accurate data and responsible AI.
That starting line must be proven together by Haenam and Jeollanam-do.
