지방자치단체장의 도덕적 기준은 무엇인가. 답은 단순하다. 청렴이다.

법을 지키는 수준을 넘어, 의혹조차 남기지 않는 투명함과 절제가 공직자의 기본이어야 한다. 조선의 실학자 정약용이 『목민심서』에서 목민관의 첫째 덕목으로 청렴을 들었던 이유도 여기에 있다.

시대가 바뀌어도 권력의 본질은 변하지 않는다.
권한이 커질수록 도덕적 기준은 더 엄격해져야 한다.

최근 진도군을 둘러싼 군수 관련 논란은 이 오래된 명제를 다시 소환하고 있다.
논란의 출발점은 이른바 ‘처녀 수입’ 발언이었다.
자신의 수입 또는 금전 상황을 설명하는 과정에서 사용된 이 표현은 공직자의 언어로 적절했는지에 대한 비판을 불러왔다.
단순한 말실수로 치부하기에는, 그 언어가 담고 있는 인식의 결이 가볍지 않다.

공직자의 말은 사적 농담이 아니라 공적 태도의 표현이다.
특히 성인지 감수성이 강조되는 시대에 특정 성적 개념을 비유로 사용하는 언어는 행정의 품격과 가치관을 드러내는 신호가 된다.

문제는 발언 논란이 행정 개입 의혹과 맞물려 확산되고 있다는 점이다.
특정 업체의 항만 사용 신청이 불허된 경위, 그 과정에서의 군수 개입 여부, 그리고 모 업체로부터 약 3천만 원 상당의 건설자재를 제공받았다는 정황 등은 지역사회에 적지 않은 파장을 일으켰다.
관련 사안이 알선수재 및 뇌물 혐의로 수사기관에 송치됐다는 사실까지 전해지면서, 이번 논란은 단순한 언행의 문제가 아니라 권한 행사 전반에 대한 신뢰의 문제로 번지고 있다.

물론 사법적 판단은 법정에서 가려질 사안이다.
피의사실은 확정 판결 전까지 무죄 추정의 원칙이 적용된다.
그러나 도덕성은 법의 최소 기준을 넘어서는 영역에 있다.

지방자치단체장은 예산과 인허가, 개발과 항만, 관광과 각종 지역사업의 결정권을 쥐고 있다.
그 판단 하나가 기업의 존폐를 좌우하고 지역경제의 방향을 바꾼다.

이런 자리일수록 권력의 미덕은 행사보다 절제에 있다.
사적 관계와 공적 판단을 분리하고, 이해관계에서 한 발 물러서며, 오해의 소지조차 남기지 않는 태도가 요구된다.
청렴은 ‘위법이 아니면 된다.’는 소극적 기준이 아니라, ‘의심받지 않아야 한다.’는 적극적 책임이다.

‘처녀 수입’ 발언은 어쩌면 가벼운 실언이었을지 모른다.
그러나 그 발언이 나온 맥락과 동시에 제기된 각종 의혹은 지역사회에 더 깊은 질문을 던진다.
이 사안의 본질은 단지 금액의 크기나 법률 조항의 해석이 아니다.
권력을 어떻게 인식하고, 어떻게 사용해 왔는가에 대한 문제다.
공직자의 언어와 판단, 태도는 따로 존재하지 않는다. 그것은 하나의 가치관에서 나온다.

The Moral Question Raised by the Controversy Surrounding the Jindo County Governor
What is the moral standard of a local government head? The answer is simple: integrity.
Beyond merely obeying the law, public officials must embody transparency and restraint to the extent that no suspicion arises. This is why the Joseon-era scholar Jeong Yak-yong emphasized integrity as the foremost virtue of a magistrate in his book Mokminsimseo (“Admonitions on Governing the People”).
Though times have changed, the essence of power has not. The greater the authority, the stricter the moral standard must be.
The recent controversy surrounding the governor of Jindo County brings this enduring principle back into focus. The issue began with the so-called “virgin income” remark. The expression, reportedly used while explaining personal income or financial matters, sparked criticism over whether such language was appropriate for a public official.
It is difficult to dismiss the remark as a mere slip of the tongue. Words reflect awareness and values. A public official’s speech is not private humor but a public expression of attitude. In an era that demands gender sensitivity, the use of sexualized metaphors reveals more than intended about one’s perception and judgment.
More concerning is that the controversy over the remark has coincided with allegations of administrative intervention. Questions have been raised regarding the process by which a particular company’s application for port usage was denied, whether the governor was involved in that decision, and whether construction materials worth approximately 30 million won were provided by a related company. Reports that the case has been forwarded to prosecutors on suspicion of bribery and mediation-related offenses have broadened the issue beyond speech to encompass trust in the exercise of authority itself.
Of course, legal determinations will be made in court. Under the principle of presumption of innocence, allegations remain unproven until a final verdict is rendered. Yet morality extends beyond the minimum threshold of legality.
A local government head wields decisive authority over budgets, permits, development projects, ports, tourism, and numerous regional initiatives. A single decision can determine the survival of a business or redirect the course of the local economy.
In such a position, the true virtue of power lies not in its exercise but in its restraint. Public duty must be clearly separated from private relationships. Even the appearance of impropriety must be avoided. Integrity is not the passive standard of “it is not illegal,” but the active responsibility of “it must not invite suspicion.”
The “virgin income” remark may have been an ill-considered statement. Yet the context in which it was made, coupled with the accompanying allegations, raises deeper questions within the community. The essence of this matter is not the amount of money involved nor the interpretation of legal provisions. It is about how power is perceived and exercised. The language, decisions, and conduct of a public official do not exist separately; they stem from a single value system.
Local governance does not operate on law alone. It is sustained by trust. The moment citizens lose confidence in their leader, administrative legitimacy begins to erode.
The integrity emphasized in Mokminsimseo is not merely a lesson from the past, but a standard for today. Power gains legitimacy only when it disciplines itself.
This controversy must serve not merely as an individual legal dispute, but as an opportunity to reestablish the moral standards of local authority.
Integrity is not optional. It is the starting point of public office — and the minimum promise that must be upheld to the very end.
