지구의 날을 맞아 전남·광주 통합특별시의 탄소중립 전략이 ‘시민 체감형’ 중심으로 재편될 필요성이 제기됐다.
더불어민주당 전남·광주통합특별시장 후보인 민형배 국회의원(광주 광산구을)은 22일, 현재 각각 2045년과 2050년으로 설정된 전남과 광주의 탄소중립 목표를 2045년으로 통합해야 한다는 구상을 공식 제시했다.

민 의원은 “광주는 2045, 전남은 2050이라는 서로 다른 목표를 유지할 이유가 없다”며 “통합특별시는 단순한 행정 통합이 아니라 더 높은 기준으로 도약하는 과정인 만큼, 광주의 2045 목표를 전남광주 전체의 기준으로 삼아야 한다.”고 강조했다.
이어 “전남광주를 대한민국에서 가장 앞선 탄소중립 특별시로 만들겠다.”고 밝혔다.

■ 산업·인프라 넘어 ‘시민 체감’ 단계로 전환
민 의원은 그동안 제시해온 RE100 산업단지 조성, 에너지 전환, 광역 BRT 중심 교통체계 구축, 물순환 도시 전략 등을 탄소중립의 핵심 기반으로 평가하면서도, 정책의 방향이 한 단계 더 진화해야 한다고 진단했다.
그는 “이제는 산업과 인프라 중심의 정책을 넘어 시민의 일상에서 변화를 체감하는 단계로 나아가야 한다”며 “탄소중립은 시민이 느끼지 못하면 완성된 것이 아니다”고 밝혔다.

■ 폭염부터 에너지 수익까지… ‘생활형 5대 정책’ 제시
민 의원은 시민의 삶 속 변화를 중심으로 한 ‘생활형 탄소중립 5대 정책’도 함께 제시했다.
주요 내용은 ▲폭염으로부터 시민을 보호하는 기후안전도시 조성 ▲도보 10분 내 접근 가능한 생활권 공원·녹지 확대 ▲학교·경로당 등 공공건물 그린리모델링 ▲시민 참여형 햇빛발전소 확대 ▲에너지 전환 전 과정을 지원하는 전남광주형 원스톱 지원체계 구축 등이다.
특히 시민이 직접 참여하고 수익을 공유하는 에너지 구조를 강조하며, 단순한 비용 부담이 아닌 ‘소득으로 연결되는 탄소중립 모델’을 제시한 점이 주목된다.

■ “집·학교·공원에서 시작되는 탄소중립”
민 의원은 “탄소중립은 산업단지나 교통망에서만 완성되는 것이 아니라 시민이 사는 집과 걷는 길, 아이가 다니는 학교와 동네 공원에서 시작되어야 한다.”며 “더 시원한 거리, 더 가까운 공원, 줄어든 냉난방비, 그리고 지역으로 돌아오는 에너지 수익을 통해 시민이 변화를 직접 체감하게 하겠다.”고 밝혔다.
이어 “탄소중립을 구호에 그치지 않고 시민의 삶의 변화로 증명하겠다.”며 “전남광주를 산업과 교통을 넘어 일상에서 먼저 변화가 시작되는 ‘시민체감형 탄소중립 특별시’로 만들겠다.”고 강조했다.

전남·광주 통합특별시 출범을 앞둔 시점에서, 이번 제안은 탄소중립 정책의 목표 통합을 넘어 ‘속도’와 ‘체감도’를 동시에 끌어올리는 전략으로 작용할지 주목된다.

“Unify Carbon Neutrality Target to 2045”… Min Hyung-bae Declares ‘Citizen-Centered Transition’ for Jeonnam–Gwangju

On Earth Day, calls have emerged to reshape the carbon neutrality strategy of the integrated Jeonnam–Gwangju metropolitan city around tangible, citizen-centered outcomes.
Min Hyung-bae, a member of the National Assembly and candidate for mayor of the proposed Jeonnam–Gwangju integrated metropolitan city (Gwangsan-gu, Gwangju), announced on the 22nd a plan to unify the currently different carbon neutrality targets—2045 for Gwangju and 2050 for Jeonnam—into a single 2045 goal.
Rep. Min stated, “There is no reason to maintain different targets of 2045 for Gwangju and 2050 for Jeonnam,” adding, “The integrated city is not merely an administrative merger, but a process of advancing to a higher standard. Therefore, Gwangju’s 2045 target should become the benchmark for the entire Jeonnam–Gwangju region.” He further emphasized, “We will make Jeonnam–Gwangju the most advanced carbon-neutral metropolitan city in Korea.”
■ From Industry and Infrastructure to ‘Citizen Experience’
Rep. Min assessed that previously proposed initiatives—such as RE100 industrial complexes, energy transition, a metropolitan BRT-centered transportation system, and water circulation city strategies—form the core foundation of carbon neutrality. However, he stressed the need for a paradigm shift in policy direction.
“We must move beyond industry- and infrastructure-centered policies toward a stage where citizens can experience change in their daily lives,” he said. “Carbon neutrality is not complete unless citizens can feel it.”
■ Five ‘Daily-Life Carbon Neutrality Policies’—From Heatwaves to Energy Income
Rep. Min also introduced five key “daily-life carbon neutrality policies” focused on improving everyday life.
These include: ▲ establishing a climate-safe city to protect citizens from extreme heat ▲ expanding neighborhood parks and green spaces within a 10-minute walking distance ▲ green remodeling of public buildings such as schools and senior centers ▲ expanding citizen-participatory solar power plants ▲ and building a one-stop support system for the entire energy transition process tailored to the Jeonnam–Gwangju region.
Notably, he emphasized a model in which citizens directly participate in energy production and share profits, highlighting a shift from cost burden to income-generating carbon neutrality.
■ “Carbon Neutrality Begins at Home, School, and Local Parks”
“Carbon neutrality is not achieved solely in industrial complexes or transportation networks,” Rep. Min said. “It must begin in the homes people live in, the streets they walk, the schools children attend, and the neighborhood parks they use.”
He added, “Through cooler streets, closer parks, reduced heating and cooling costs, and energy profits returned to local communities, citizens will directly experience these changes.”
“Carbon neutrality will not remain a slogan—we will prove it through real changes in people’s lives,” he concluded. “We will transform Jeonnam–Gwangju into a ‘citizen-experience-driven carbon-neutral city’ where change begins in everyday life, beyond industry and transportation.”
As the launch of the integrated Jeonnam–Gwangju metropolitan city approaches, attention is focused on whether this proposal can accelerate both the speed and the tangible impact of carbon neutrality policies.
