전라남도가 본격적인 영농철을 앞두고 친환경농자재 수급 상황을 점검하는 등 현장 밀착형 행정에 속도를 내고 있다.

전남도는 22일 전남농업인지원센터에서 도와 시군, 농협경제지주 전남본부, 시군지부 관계자 등 60여 명이 참석한 가운데 ‘친환경농자재 수급 상황 점검 협의회’를 개최했다고 밝혔다.

이번 협의회는 영농 시기에 맞춘 농자재의 안정적 공급과 효율적 사용 방안을 논의하기 위해 마련됐다. 특히 작물 생육 단계에 맞는 적기·적량 시비를 통해 농업 생산성을 높이고, 농가 부담을 줄이기 위한 실질적 대책 마련에 초점이 맞춰졌다.

■ 토양개량제 공동살포 확대… “지력 증진·병해 예방 효과”
이날 회의에서는 토양개량제와 유기질비료 공급 현안이 집중적으로 논의됐다.
토양개량제 지원사업은 3년 1주기로 규산·석회질 비료를 공급하는 방식으로, 벼 깨씨무늬병 예방과 지력 증진 효과가 높아 농가 만족도가 큰 사업이다.
전남도는 농촌 고령화와 일손 부족 문제를 고려해 마을별 공동살포추진단을 적극 활용, 상반기 공급 물량이 적기에 살포될 수 있도록 시군과 농협의 협조를 요청했다.

■ 유기질비료 품질관리 강화… “안전한 공급체계 구축”
자원순환 농업의 핵심인 유기질비료 지원사업에 대해서는 품질 확보와 유통 질서 확립에 행정력을 집중하기로 했다.
전남도는 3월부터 4월 말까지 품질검사와 유통 단속을 병행해 우량 비료가 영농 현장에 안전하게 공급되도록 관리 체계를 강화하고 있다.
아울러 올해 말로 국고보전금 지원 종료가 예정된 만큼, 지방비 확보와 지속 가능한 사업 운영을 위한 도와 시군 간 합리적 대응 방향에 대해서도 폭넓은 의견을 교환했다.

■ “저비용·고효율 농업 전환”… 현장 애로 해소 강조
김영석 전남도 친환경농업과장은 “최근 중동 정세 등으로 농자재 가격이 상승하면서 저비용·고효율 비료 사용이 더욱 중요해지고 있다”며 “농업인에게 필요한 농자재가 적기에 공급되도록 행정력을 집중하고, 현장 애로사항을 신속히 해결하는 적극행정을 펼치겠다.”고 밝혔다.

한편 전남도는 친환경 인증 면적 4만500ha 달성을 목표로 친환경농자재 공급과 구입비 지원 등 5개 사업에 총 988억 원을 투입, 지속 가능한 유기농업 확산에 박차를 가하고 있다.

Jeollanam-do is accelerating its on-site, field-oriented administration by inspecting the supply status of eco-friendly agricultural materials ahead of the peak farming season.
The province announced that it held a “Consultative Meeting on the Supply Status of Eco-friendly Agricultural Materials” on the 22nd at the Jeonnam Agricultural Support Center, attended by around 60 officials from the provincial government, cities and counties, the Jeonnam headquarters of NongHyup Agribusiness Group, and local branches.
The meeting was organized to discuss measures for the stable supply and efficient use of agricultural materials in line with the farming season. In particular, it focused on practical solutions to enhance agricultural productivity and reduce the burden on farmers through the timely and appropriate application of fertilizers according to crop growth stages.
■ Expansion of joint application of soil conditioners… “Improving soil fertility and preventing diseases”
Discussions centered on the supply of soil conditioners and organic fertilizers.
The soil conditioner support project supplies silicate and lime fertilizers on a three-year cycle. It has received high satisfaction from farmers due to its effectiveness in preventing rice diseases such as sesame leaf blight and improving soil fertility.
Considering the aging rural population and labor shortages, Jeonnam Province requested cooperation from cities, counties, and NongHyup to ensure timely application of the first-half supply through village-based joint application teams.
■ Strengthening quality control of organic fertilizers… “Establishing a safe supply system”
For the organic fertilizer support project, a key component of resource-circulating agriculture, the province plans to focus administrative efforts on ensuring quality and maintaining proper distribution order.
From March to the end of April, Jeonnam Province is conducting quality inspections and distribution monitoring to ensure that high-quality fertilizers are safely supplied to farming sites.
In addition, with national subsidies scheduled to end by the end of this year, the province and local governments exchanged a wide range of opinions on securing local funding and establishing a sustainable operational framework for the project.
■ “Transition to low-cost, high-efficiency agriculture”… emphasis on resolving field difficulties
Kim Young-seok, Director of the Eco-friendly Agriculture Division of Jeonnam Province, said, “As agricultural material prices are rising due to recent geopolitical factors such as the Middle East situation, the use of low-cost, high-efficiency fertilizers has become increasingly important,” adding, “We will focus our administrative capacity on ensuring timely supply of agricultural materials and actively address difficulties faced in the field.”
Meanwhile, Jeonnam Province is investing a total of 98.8 billion KRW in five projects, including the supply and purchase support of eco-friendly agricultural materials, to expand eco-friendly certified farmland to 40,500 hectares and promote sustainable organic agriculture.
