“전남, AI 대혁명 중심으로 도약”… 김영록 지사, 최태원 회장과 ‘AI 데이터센터’ 전격 회동

전라남도가 SK그룹·OpenAI와 손잡고 글로벌 AI 데이터센터 구축에 속도를 낸다.

김영록 전라남도지사는 3일 서울 코엑스에서 열린 ‘SK AI SUMMIT 2025’에서 최태원 SK그룹 회장을 만나, 전남에 추진 중인 SK–OpenAI 합동 ‘글로벌 AI 데이터센터’ 구축 협력 방안을 논의했다.

이번 회동은 지난 10월 1일 체결된 ‘OpenAI–SK 전남 AI데이터센터 구축 업무협약(MOU)’의 후속 조치로, 본격적인 사업 실행을 위한 양측의 첫 공식 만남이다.

전남도는 지난 2019년 ‘블루이코노미 비전’을 선포한 이후, 풍부한 재생에너지 인프라를 기반으로 첨단산업 유치와 에너지 전환 정책을 병행해왔다.

AI 데이터센터 역시 이러한 에너지 기반 위에서 탄소중립형 고성능 컴퓨팅 허브로 조성될 예정이다.

이날 면담에서 김 지사와 최 회장은 전남 AI데이터센터 조기 착공 및 행정 지원 체계 구축 방안을 집중 논의했다.

전남도는 이를 위해 유관기관 합동 T/F를 구성, 각종 인허가 절차를 신속히 추진하고, 서울에 전담 지원센터를 신설해 기업 밀착형 행정을 펼칠 계획이다.

특히 전남도는 향후 국가 AI 컴퓨팅센터 유치가 확정될 경우, 글로벌 AI데이터센터와 연계해 아시아태평양 지역의 AI 수도로 성장시킨다는 구상이다.

김영록 지사는 “세계적으로 AI 산업을 선도하는 SK그룹이 전남 AI데이터센터를 주요 후보지로 검토하고 있는 점에 깊이 감사드린다.”며, “전남도는 AI 데이터센터 구축이 차질 없이 진행되도록 모든 행정역량을 집중하겠다.”고 밝혔다.

이어 그는 “이번 협력을 계기로 전남이 대한민국 AI산업의 핵심 거점이자 글로벌 기술혁신의 중심지로 도약할 수 있도록 최선을 다하겠다”고 강조했다.

전남도는 향후 OpenAI와 SK, 정부 기관이 참여하는 정례 협의체를 운영, AI 데이터센터의 세부 입지와 인프라 설계, 에너지 공급 계획 등을 구체화할 방침이다.

Jeollanam-do Province is accelerating efforts to establish a global AI data center in partnership with SK Group and OpenAI.
Governor Kim Yung-rok met with SK Group Chairman Chey Tae-won at the “SK AI Summit 2025” held at COEX in Seoul on November 3, where they discussed cooperation plans for building the joint SK–OpenAI Global AI Data Center in Jeonnam.
This meeting marks the first official follow-up to the “OpenAI–SK Jeonnam AI Data Center MOU” signed on October 1, signaling the start of concrete implementation efforts.
Since declaring its “Blue Economy Vision” in 2019, Jeonnam Province has leveraged its abundant renewable energy resources to attract cutting-edge industries while advancing its energy transition policies.
The upcoming AI data center is expected to become a carbon-neutral, high-performance computing hub built upon this sustainable energy foundation.
During the meeting, Governor Kim and Chairman Chey focused on strategies for expediting construction of the data center and establishing administrative support systems.
To this end, Jeonnam plans to form an inter-agency task force, streamline administrative procedures, and open a dedicated support center in Seoul to provide close assistance to participating companies.
Once the National AI Computing Center is officially designated, the province aims to link it with the global data center, positioning Jeonnam as the AI capital of the Asia-Pacific region.
Governor Kim stated,
“We deeply appreciate SK Group’s consideration of Jeonnam as a key candidate site for its AI data center. The provincial government will mobilize all administrative capabilities to ensure the project’s successful implementation.”
He added,
“Through this partnership, Jeonnam will rise as a core hub of Korea’s AI industry and a global center of technological innovation.”
Moving forward, Jeonnam Province plans to establish a regular consultative body involving OpenAI, SK, and relevant government agencies to finalize details regarding site selection, infrastructure design, and renewable energy supply for the data center.
