“전남, 산업위기 극복 위해 보통교부세 2년 추가 확보!”

전라남도가 산업위기 지역의 재정 안정과 지역경제 회복을 위해 행정안전부로부터 ‘산업위기 선제대응지역’ 보통교부세 추가 지원을 2년 연장받아 2027년까지 확보하게 됐다고 4일 밝혔다.

현행 지방교부세법상 산업위기 선제대응지역 보통교부세 지원은 2025년까지로 한정돼 있어, 산업위기로 세수가 급감한 지역의 재정 보강이 시급했다.

이에 전남도는 산업위기 극복과 지역 재정 안정을 위해 신청 단계부터 중앙부처에 지속적으로 연장 건의를 추진했다.

이번 개선안이 시행되면, 지난 5월 지정된 여수시와 9월 신청한 광양시가 ‘산업위기 선제대응지역’으로 최종 지정될 경우, 전남 지역에 2년간 약 1천억 원 규모의 보통교부세가 추가 지원될 것으로 전망된다.

행안부는 오는 11월 초부터 12월 중순까지 ‘지방교부세법 시행규칙 개정안’을 입법예고하고, 공포 후 전국 보통교부세 산정 기준에 적용할 계획이다.

전남도 전략산업국 김기홍 국장은 “이번 교부세 추가 확보는 산업위기로 어려움에 빠진 여수시와 광양시의 안정적 재정 운용은 물론, 지역경제와 민생 회복에도 큰 힘이 될 것”이라며, “광양시의 신속한 ‘산업위기 선제대응지역’ 지정을 강력히 요청한다.”고 강조했다.

전남도는 앞으로도 중앙부처, 지자체, 지역 기업과 협력해 석유화학·철강산업 경쟁력 강화와 지속 가능한 산업 생태계 구축에 힘쓸 방침이다.

“Jeonnam Secures Additional Ordinary Local Grants for 2 Years to Overcome Industrial Crisis!”
Yeosu and Gwangyang Expected to Receive About 100 Billion KRW in Fiscal Support by 2027
Jeonnam Province announced on the 4th that it has secured a two-year extension of additional ordinary local grants for “Preemptive Industrial Crisis Response Areas” from the Ministry of the Interior and Safety, ensuring funding until 2027 to stabilize the finances of industrial crisis-hit regions and support local economic recovery.
Under the current Local Tax Allocation Act, additional ordinary grants for preemptive industrial crisis response areas are limited to 2025, making fiscal reinforcement critical for regions experiencing sharp revenue declines due to industrial crises.
In response, Jeonnam Province has continuously requested the central government for an extension of the grant period, starting from the application stage, to strengthen fiscal stability and support industrial crisis recovery.
If the revised measures are implemented, Yeosu City, designated in May, and Gwangyang City, which applied in September, could be finalized as preemptive industrial crisis response areas, bringing approximately 100 billion KRW in additional ordinary grants to the Jeonnam region over two years.
The Ministry of the Interior and Safety plans to issue a public notice for the “Amendment to the Enforcement Rules of the Local Tax Allocation Act” from early November to mid-December, which will then be applied to the nationwide criteria for calculating ordinary local grants following its promulgation.
Kim Ki-hong, Director of Jeonnam Province’s Strategic Industry Bureau, emphasized, “The additional grants will greatly assist Yeosu and Gwangyang in maintaining stable fiscal management amid industrial difficulties and contribute to local economic and public welfare recovery. We strongly urge the swift designation of Gwangyang as a preemptive industrial crisis response area.”
Jeonnam Province will continue working closely with central ministries, local governments, and regional businesses to enhance the competitiveness of the petrochemical and steel industries and build a sustainable industrial ecosystem.
