This is not merely about technological cooperation—it signals a reconfiguration of the international order itself.
At its core lies a simple but decisive question:
Who makes the rules of AI, and who is forced to follow them?
Amid this global shift, Jeonnam and Gwangju can no longer remain on the periphery.
